SERAP urges minister to recall sacked whistle-blower over alleged fraud

The Minister of Foreign Affairs, Geoffrey Onyeama has been urged to ensure the immediate and unconditional reinstatement of Mr. Ntia Thompson the whistle-blower who was sacked for exposing an alleged $229,000 fraud in the ministry.

The request followed an open letter to the minister by Lagos-based rights group, the Socio-Economic Rights and Accountability Project (SERAP) yesterday.

In the letter, the organisation urged Onyeama to “act swiftly to comply with the policy of President Muhammadu Buhari’s government and international standards, which guarantee full protection and restitution for any whistle-blower against harassment, intimidation, victimisation or any form of retaliation.”

SERAP in the letter dated March 10, 2017 signed by its Deputy Director, Timothy Adewale said: “By sacking Mr. Thompson, your ministry would seem to shield information on the alleged fraud that the public has a right to know.

“Therefore, should you fail or neglect to act as requested within seven days after the receipt and publication of this letter, SERAP will be compelled to pursue appropriate legal action against your ministry to challenge the unfair treatment and victimisation of Mr. Thompson.”

The letter copied to the President of African Development Bank (AfDB), Akinwumi Adesina, reads in part: “We also urge you to act swiftly to identify those involved in the alleged fraud and hand them over to the appropriate anti-corruption agencies for further investigation and prosecution, as well as recover any stolen public funds.

“Impunity for reprisals against Thompson would send a message to all potential whistle-blowers that your ministry lacks the commitment to their protection.

“SERAP is seriously concerned that Thompson’s unfair treatment by the leadership of the Ministry of Foreign Affairs simply for disclosing alleged fraud is a fundamental violation of his right to freedom of expression and breach of President Buhari’s whistle-blowing policy, which seeks to protect individuals who make access to such allegations possible,” it added.

Paramount ruler decries absence of Tiv in Federal Executive Council (Read full details)

http://ift.tt/2lM3pCt

Former Vice President and Zege Mule U Tiv (the highest traditional title for a non-indigene of the Tiv Kingdom) paying homage to the Tor Tiv, Professor James Ayatse, shortly after the coronation of His Royal Majesty as the 5th Tor Tiv, at the Gboko Stadium in Benue State, yesterday.

Paramount ruler of TIv nation, His Majesty Prof. James Ortese Ayatse, yesterday, complained to the Acting President, Prof. Yemi Osinbajo, that the Tiv people, who are the fourth largest ethnic group in Nigeria, were not represented at the Federal Executive Council (FEC).

Ayatse, who spoke shortly after his coronation as the fifth paramount ruler of the Tiv kingdom, also demanded the inclusion of Tiv into Federal Government empowerment programmes, as well as, provision of agricultural inputs to boost food security of the nation.

‘’As you take stock and make your next series of appointments, kindly be reminded that the Tiv Nation is not represented in FEC and has not benefitted from any appointment at the federal level.

He maintained that the Tiv nation was central to the FG’s vision of economic diversification, which is tied to agriculture and reminded him that the Tiv nation had the potential as an agrarian economy and the Food Basket of the Nation.

The Tor Tiv further appealed to the acting President to approve the rehabilitation of federal roads in the state in general and the dualisation of Makurdi-Gboko-Katsina/Ala-Zaki Biam road to ease the movement of the agricultural produce.

Lamenting that he was ascending the throne at a very turbulent time in the history of the Tiv nation, the monarch regretted the ‘’historical injustices that still subsist against Tiv interests in contemporary Nigeria.”

His words: ‘‘Our people in contemporary Nigeria have suffered untold discrimination, deprivation and relegation and have become vulnerable to simultaneous attacks from hostile neighbours, official victimization and offensive invasion from bandits and herdsmen.

‘’These attacks sometimes take the dimension of criminality and ethnic haunt organised against the Tiv people. The Zaki Biam massacre without any compensation, when compared to what was done to the Odi community in Bayelsa that suffered similar fate, is still painfully fresh in our minds.’’

The Minister of Agriculture and Rural Development, Chief Audu Ogbe, who represented the acting President, pledged to convey the cries of the Tiv nation to the Presidency.

Saraki hints at legislative solution to farmers/ herdsmen clashes (Read full details)

http://ift.tt/2mSvQ2f

From the National Assembly comes a promise of legislative antidote to the deadly and perennial attacks by herdsmen on farming communities in the country.

President of the Senate, Dr. Abubakar Bukola Saraki, broke the cheering news in Gboko Benue State, while delivering his remarks at the coronation ceremony of the new Tor Tiv, His Majesty, the Begha U Tiv, Orchivirigh Professor Ortese Iorzua James Ayatse.

Saraki noted that the Senate was paying serious attention to Bills, which were aimed at reversing the negative trends in the agricultural sector stressing that the much needed economic diversification to put the national economy back on track would remain a mirage if violent clashes continued.

Earlier, Governor Samuel Ortom, called for assistance from the Federal Government to curb the menace, disclosing that a bill for the establishment of ranches by cattle owners to reduce conflicts with farmers was in the works at the Benue State House of Assembly.

Ortom explained that when passed into law, the ranches would forestall the incessant clashes between farmers and herders in the state.

In his speech, the new Tor Tiv, said his regime would pay more attention to addressing issues of moral decadence, falling standard of education, and security challenges.

It would be recalled that in November 2016, the Senate rejected a Bill seeking the establishment of National Ranches Commission for Regulation, Preservation and Control of Ranches.

The Senate also jettisoned another Bill that sought to establish Grazing Management Agency, which will ensure the creation of grazing areas across the country. While the Grazing Reserve Bill, was sponsored by Senator Rabiu Kwankwaso (Kano Central), his Benue Northeast counterpart sponsored the Ranches Commission Bill.

Outrage over Customs’ threat to impound used vehicles without duty (Read full details)

Nigeria Customs Service

• Nigerians Groan, Say Policy Will Impose More Hardship
The recent threat by the Nigerian Customs Services Nigeria Customs Service (NCS), to impound vehicles without duty across the country has elicited harsh reactions from Nigerians, who described it as a move to further impose untold hardship on them.

According to vehicles dealers and private car owners that spoke with The Guardian yesterday, the new directive is only targeted at raising revenue for government, to the detriment of the citizenry.

The Comptroller-General of Customs, Col. Hameed Ibrahim Ali (Rtd.) has approved a grace period of one month, which commences March 13 to April 20 2017, for owners of all vehicles within the country, whose customs duty has not been paid, to do so.

By implication, vehicle dealers and private owners of vehicles without duty will have to forfeit them to the Customs. But stakeholders say this will further impose untold hardship on the populace, who were hitherto finding it tough coping with the economic recession.

Okechukwu Ogbonna, an importer of used vehicles, who is the Managing Director of Artix Auto Links Services, said the plan “is absolutely ridiculous and rubbish. We have Customs officers at the borders and they allowed the vehicles into the country in the first place. How will the same agency turn around to impound vehicles not covered by appropriate duty? It is ridiculous,” he said.

He said the Customs boss is very confused and lacks the competence to manage the agency.

“This action may result in loss of lives and time, as Customs officers are known for their cruelty and wickedness, when you argue or refuse to give them money‎,” Ogbonna said.

Meanwhile, the Director General of the National Automotive Design and Development Council, Aminu Jalal, has a different opinion, saying the move will ensure that all car importers pay necessary duty and save government losses resulting from smuggling.

Jalal was also optimistic that the decision would strengthen government policy in the sector by introducing sanity to the market, as well as create the market for local assemblers.

Increase Uche, Deputy National President, National Association of Government Approved Freight Forwarders (NAGAFF), also saw it as a welcome development that will give Nigerians the opportunity to regularise their papers with the Customs.

He enjoined affected persons to seize the opportunity of the one-month grace period to pay their customs duty.

Uche said boycotting customs duty is a sabotage to the nation, hence the need for compliance, “so that we can jointly uplift the country.”

A statement by the Acting Public Relations Officer, Joseph Attah, explained that “for the avoidance of doubt, all private car owners, who are not sure of the authenticity of their vehicles Customs documents, can also approach the Zonal Offices to verify with a view to complying with the provision of the law”.

Consequently, all motor dealers and private owners of such vehicles are advised to visit the nearest Customs Zonal Office to pay the appropriate Customs Duty on them.

The Four Zonal Offices of the Nigeria Customs Service are: Zone A Headquarters, No. 1 Harvey Road, Yaba, Lagos; Zone B Headquarters, Kabala Doki, Kaduna; Zone C Headquarters, Nigeria Ports Authority, Port Harcourt and Zone D Headquarters, Yelwa Tudu Road, Bauchi State.

Makarfi fears for PDP survival, commends Jonathan (Read full details)

http://ift.tt/2ltvIpQ

Goodluck Jonathan

Chairman of Peoples Democratic Party (PDP), Caretaker Committee, Senator Ahmed Makarfi, has said he does not know what will befall the party if the political solution put forward by former President Goodluck Jonathan fails.

Makarfi, who spoke against the background of the recent meeting between PDP Governors and the former president, commented on fears that a new political party may spring out of PDP if both the judicial and proposed political solutions to the crisis fail.

Tasked on specifics about moves by some PDP stalwarts to form a new party, Makarfi said: “We have not sanctioned any particular measure in that respect. But, you know in politics you cannot also say exactly what people may do or may not do. It is about interests.”

He added, “There are those who may have made up their minds, depending on what happens. It is based on individual choices. But, I would not be surprised if some people within PDP feel that they should make effort to register a new party. Equally, I won’t be surprised if some people move to the party in government or some other platform.”

The Caretaker chairman commended the meditative role of Jonathan and other stakeholders of the party to save it from disintegration, stressing, “when you are in touch with leaders you don’t come out to continue talking about what you discussed.”

Makarfi added: “the base line is that overwhelming majority do not trust Sheriff to conduct convention. Sheriff does not trust me to conduct convention. Therefore none of us should conduct the convention. That is the baseline. Not only that, the Court of Appeal in Port Harcourt restored virtually all past national leaders, that is the judgment.

“Some of them their tenure will expire in 2018. That all of them should now resign and our lawyers should look at it and draw an indemnity so that they would not go to court again challenging that their tenure had not ended.”

The embattled caretaker chairman recalled that when a northern leader intervened and said both he and Sherriff should go, that he made it clear that his exit was not an issue.

“I said I can go, but the problem is beyond him and me. I know that there is the problem of tenure of about twenty something people. So, you can’t just take out one and leave twenty problems,” Makarfi pointed out, saying that that is what people try to lose sight off.

“INEC is planning to rig the 2019 General elections. ‎They claim they are re-deploying the 23 Electoral Officers in the state. But we have authentic intelligence that INEC has consulted APC and they plan to post Electoral Officers from APC states to Rivers State.

These pliant Electoral Officers being handpicked from APC states are to help in rigging the elections in 2019,” he said.

Pinnick floors ‘angry’ nine Nigerians in CAF, gets FG’s endorsement…See full details

http://ift.tt/2lRFR1p

Amaju Pinnick

Barely 24 hours after nine Nigerians holding different offices in the Confederation of African Football (CAF) challenged NFF President, Amaju Pinnick’s decision to pitch his tent with Madagascar’s FA boss, Ahmad Ahmad against Issa Hayatou in the forthcoming CAF polls, the Federal Government, through the Youth and Sports Ministry, yesterday further endorsed the candidature of Pinnick for a seat on the Executive Committee of CAF.

The ‘angry’ nine Nigerians, General Dominic Oneya, Amos Adamu, Amanze Uchegbulam, Sani Lulu Abdullahi, Aminu Maigari, Bolaji Ojo-Oba, Paul Bassey, Aisha Falode and Chris Green had questioned Pinnick’s choice of Ahmad instead of Hayatou, who they claimed, had been a pillar of support and true friend of Nigerian football over the years.

Hayatou, who has ruled African football since 1988, is believed to be using his ‘old friends’ as campaign managers for the CAF elections scheduled for March 16, in Addis Ababa, Ethiopia.

At a meeting convened by Youth and Sports Minister, Solomon Dalung in Abuja yesterday, Pinnick and members of his Executive Committee briefed him, and at the end, Dalung said the Government of Nigeria has given its blessing to Pinnick’s quest and will fully support him.

With regards to the CAF presidential election also coming up at the same Congress in Addis Ababa, the gathering advised, just as the NFF Executive Committee had done in its meeting of Tuesday, 7th February 2017, that the NFF boss should use his discretion to vote for the candidate who will best serve Nigeria’s footballing interest. It was agreed that the interest of Nigeria should be paramount in all calculations.

The meeting also advised other stakeholders in Nigerian Football, who have suggestions/advice/recommendations to tender same through the NFF and not in the media.

The session was attended by all members of the NFF Executive Committee, except Hon. Suleiman Yahaya-Kwande and Mr. Chidi Ofo Okenwa, who forwarded apologies for absence.

The coast is thus clear for Pinnick, vice president of WAFU B, a member of the Organizing Committee for the Africa Cup of Nations and member of the Organizing Committee for FIFA Competitions, to challenge Beninoise Anjorin Moucharafou for a seat in the supreme club for football administration in Africa, at the 39th Ordinary Congress of CAF in Addis Ababa on Thursday, 16th March 2017.

Only two Nigerians – Etubom Oyo Orok Oyo (of blessed memory) and Amos Adamu – have sat on the CAF Executive Committee in the body’s 60 years of existence. An attempt by former NFF President Aminu Maigari to join the club in 2013 ended belly up.

Navy commissions projects to boost security on Nigeria’s waterways (Read full details)

http://ift.tt/2m5ZjYF

The Chief of Naval Staff (CNS), Vice Admiral Ibok Ibas

For effective patrolling of the nation’s waterways, the Nigerian Navy yesterday commissioned some projects at the Naval Outpost in Onitsha, Anambra State.

The Chief of Naval Staff, Vice Admiral Ibok Ete Ibas, said the move became necessary in view of the increasing business activities along that route and the need to make the river more navigable for commerce to thrive.

The commissioned infrastructure include an administrative block, armoury, electrification project as well as a commanding officer institutional house. The rest were officers, senior rates and junior rates’ quarters, a comprehensive water treatment plant, a 33KVA transformer and a 250KVA generator.

Ibas, who was assisted at the event by Governor Willie Obiano, said the facility was considered after a careful evaluation of the security imperatives of the operational area.

He recalled that the Federal Government commenced the dredging of River Niger from Lokoja to Onitsha/Asaba in 2009, saying the project was bringing along new security challenges.

Ibas said: “Additionally, the proposed establishment of strategic infrastructure such as the Green Field Oil Refinery at Itobe, the Inland Water Ports at Lokoja and Onitsha is anticipated to increase marine traffic from Warri to Ajaokuta Steel Company with envisaged great stimulus to commercial activities.

“This appreciation necessitated the establishment of naval presence in the area to curb the envisaged criminal activities and free the largely water-dominated environment for legitimate use.”

According to him, since the establishment of the outpost in 2010, it had been operating from a rented accommodation, thus making it vulnerable. He added that the urgent requirement to address such significant deficit and drawback pushed the force to prioritise the development of the unit amid its acute financial constraint.

Ibas said the project would provide a conducive working environment for personnel and engender greater operational effectiveness, just as the naval chief appealed to the state government to assist in the area of perimeter fencing, road network, drainage and erosion control.

He commended the federal and state governments for providing land, gunboats and patrol vehicles. The Flag Officer Commanding |(FOC), Central Naval Command, Yenagoa, Rear Admiral, Mohammed Garba, stressed that the projects were part of the force’s commitment towards making its personnel comfortable in the commercial city.

Senate to probe alleged N5.1 trillion subsidy fraud in NNPC (Read full details)

http://ift.tt/2l8D2cB

NNPC Headquarters

• Urges payment of N2tr owed contractors
• Investigates illegal importation of firearms

The Senate is set to probe the Nigerian National Petroleum Corporation (NNPC) over claims that it mismanaged about N5.1 trillion it got as subsidy funds between 2006 and 2015.

While raising a point of order, Dino Melaye (APC, Kogi West), drew the attention of the Senate to the refusal of the presidency to probe the nation’s oil corporation, which he said got 51 per cent share of companies approved to import petroleum products into the country.

The N5.1 trillion allegedly mismanaged is about 70 per cent of the N7.298 trillion national budget of 2017 and out of which the government plans to borrow N2.32 trillion. If this amount is recovered, it would help in funding government projects. The amount of money allegedly mismanaged shows that the nation does not lack revenue to execute projects and programmes that could improve the wellbeing of the citizens. What it lacks is the effective management of the revenue. Also, the planned probe will lend credence to the anti-corruption campaign since the NNPC which is the nation’s cash cow is considered to be a nerve centre of corruption.

According to Melaye, all the oil marketers currently facing trial over alleged subsidy fraud are only responsible for 49 per cent of imported refined products.

He said: “Surprisingly you (the Senate President, Bukola Saraki) are one of those who raised the issue of subsidy in the Seventh Senate. The Federal Government is prosecuting marketers and these marketers only constitute 49 per cent of imported refined products. The NNPC is responsible for the importation of 51 per cent.

“While we are prosecuting the independent marketers whose proceed from subsidy is about N3.83 trillion, NNPC collected a total of N5.1 trillion on subsidy and this has never been investigated and we are busy chasing independent marketers. The time to look at the books of NNPC as regards petroleum subsidy is now.

“We have taken the lead in the fight against corruption in this chamber and I want to say we must do everything within our powers to investigate and bring whoever is found wanting to book.”

Saraki gave nod to the plea by Melaye, who had sought the permission of the chamber to sponsor a motion today. “Thank you Senator Melaye for that radical performance,” Saraki said.

He added: “Melaye, we expect this motion tomorrow (today) and it is a very serious issue. It goes to the core of the fight against corruption and also the issue of NNPC which is a great source of revenue for all of us. We will wait for that motion today.”

Also yesterday, the Upper Chamber urged the Federal Government to urgently pay the N2 trillion owed local contractors. The debts, the Senate noted, are those owed contractors operating in the oil and gas sector, as well as others in the pharmaceutical industry.

During a debate on the motion sponsored by Oluremi Tinubu, Saraki warned that the inability of the Federal Government to repay its debts would adversely affect the economy.

“The inability of the government to pay its debts will have serious effects on our economy. I know that the Federal Government is making efforts to ensure that they pay their debts. That is why they are trying to raise international bonds. I urge them to hurry up so they can pay these debts,” he said.

Adopting the motion, titled “The urgent need for the Federal Government to redeem local contractors’ debts,” the lawmakers expressed worry that the inability of the government to repay the debts is already negatively affecting the economy.

Tinubu said any further delay in servicing these debts might adversely affect business organisations operating in the country, especially banks, owing to the fact that many businesses are indebted to the financial organisations.

“The inability to repay subsisting bank loans may affect the purchasing power of petroleum marketers, thus creating scarcity of petroleum products.“I am further concerned about the alleged failure to pay debts owed to pharmaceutical companies and the impact this may have on the health sector.

“The data released by the Debt Management Office put Nigeria’s domestic debt as at June 30, 2016 at over N10 trillion. Local contractors debt is estimated to amount to an additional N2 trillion.

“Settling these local debts will ensure that affected businesses stay afloat through an increase in the circulation of money in order to bring the current economic recession to an end,” Tinubu explained.

Jibrin Barau said if contractors were paid their debts, it would enable them to repay their loans to banks. He said in turn, banks would be able to give more loans to business owners.

Magnus Abe warned that a repeat of what happened in the past, when banks owed huge debts and went under, must be avoided. He noted that families who were affected by these huge debts were unable to meet their daily obligations. Shehu Sani said as the chairman of the Committee on Local and Foreign Debts, he had been inundated with calls from local contractors.

Meanwhile, Saraki has ordered chairmen of all the standing committees to submit the final copies of budgets of agencies under their purview to the Chairman of the Senate Committee on Appropriation, Danjuma Goje.

Saraki who made the announcement during plenary, said the final copies of the reports must be submitted on or before Friday, 3rd of March, 2017.
The Senate also yesterday directed its Committee on Customs, Excise and Tariff to investigate the recent illegal importation of 661 sophisticated weapons into the country, and other related offences as well as identify the importers and their collaborators irrespective of their status in the society.

The probe according to the upper legislative chamber must be extended to the reported cases of December 2016 when the customs, Tin Can Island command, intercepted a cache of arms, ammunition and military gadgets smuggled into the country from the United States as well as several other incidents of interception of ammunition in concealed containers at different ports. The probe will include a recent shocking discovery of a large quantity of ammunition abandoned at the Nigerian Aviation Handling Company Ltd., NAHCO, Lagos.

The committee was mandated along with that on Interior, to examine all the processes involved in importation of goods and ascertain also who does what and how, in the said process with a view to determining whether the process and its operators are effective, efficient and of required standards.

These resolutions were sequel to a motion titled “Urgent need to stem the proliferation of Small Arms and Light Weapons in Nigeria” moved by Hope Uzodinma (PDP Imo West), in which he noted that the influx of illegal small arms and light weapons into the country was a threat to the peace and security of the country.
