Buhari’s letter to Dogara on his resumption
President Muhammadu Buhari, Monday, wrote the National Assembly as required by the 1999 Constitution (as amended) about his resumption to office as the President of Nigeria.
Buhari on Monday returned to his desk, saying he has resumed his duties .
The letter reads
“In compliance with Section 145 of the 1999 Constitution (as amended), the President has formally transmitted letters to the Senate and the House of Representatives, intimating the National Assembly “that I have resumed my functions as the President of the Federal Republic of Nigeria with effect from Monday, March 13, 2017, after my vacation.”
It will be recalled that Buhari who had been away in London, United Kingdom on a medical vacation since January 19 returned to the country on Friday.

Messi haunts Atletico once more to send Barca top

Lionel Messi struck the winner four minutes from time as Barcelona moved top of La Liga on Sunday with a crucial 2-1 win at Atletico Madrid.
All the goals came in the final half hour as Rafinha put Barcelona in front before Diego Godin’s header quickly restored parity.
However, so often the thorn in Atletico’s side, Messi registered his 27th career goal against Los Rojiblancos to ease the pressure on under fire Barca coach Luis Enrique.
Barcelona now lead Real Madrid and Sevilla by two points. Real, though, have two games in hand on their title rivals, the first of which comes later on Sunday at Villarreal.
Defeat leaves fourth-placed Atletico just one point clear of Real Sociedad in the battle for the final Champions League slot.
Following their Champions League thrashing at the hands of Paris Saint-Germain and struggles at home to Leganes last weekend, Luis Enrique switched from the Catalans habitual 4-3-3 to a 3-4-3 with Messi forced into an advanced midfield role.
However, the change in tactics did little to stem Barca’s slump in form early on as Atletico dominated the opening half hour.
Yannick Carrasco and Godin blasted wildly off target when well placed inside the area early on.
Antoine Griezmann then saw a goalbound effort blocked by French international teammate Samuel Umtiti.
Atletico’s best effort of the opening half came from long range, though, as Griezmann’s driven effort on his weaker right foot forced a brilliant flying save from Marc-Andre ter Stegen.
Barcelona thought they had gone in front against the run of play on the half hour mark when Luis Suarez headed in from close range after a goalmouth scramble.
However, the Uruguayan was penalised for a handball after Jan Oblak had parried Messi’s initial effort.
Oblak was making his first appearance since December 12, but the Slovenian showed no signs of rustiness to once again prove his credentials as one of the finest ‘keepers in the world.
Firstly, Oblak produced a sensational stop to tip Messi’s dipping free-kick over and then clutched Gerard Pique’s header from point-blank range.
Both sides passed up huge chances at the start of the second-half.
Firstly, Suarez screwed his shot horribly wide after being played in by Messi.
Then at the other end, Ter Stegen made another excellent stop to deny Griezmann from a narrow angle.
The deadlock was eventually broken in scrappy fashion on 63 minutes as Rafinha profited from a loose ball inside the area to fire low into the far corner.
However, the lead lasted only seven minutes as Godin rose higher than a host of Barca defenders to flick home Koke’s free-kick for the equaliser.
Yet, when Barca needed a potential season defining goal, Messi again came up trumps with his 35th in as many games this season.
The five-time World Player of the Year’s first effort from Suarez’s cut-back was blocked, but he followed up to prod past the helpless Oblak and move Barca top of the table.

Buhari, Onu, to attend 28 ECCIMA Trade Fair in Enugu

President Muhammadu Buhari and the Minister of Science and Technology, Dr Ogbonnaya Onu, will be special guests at the 28th edition of Enugu International Trade Fair.
The President of Enugu Chamber of Commerce, Industry, Mines and Agriculture (ECCIMA), Rev. Ugochukwu Chime, made this known in Enugu on Tuesday.
Chime said that the fair would hold between March 31 and April 10.
He said that the 2017 fair, with the themed: “Promoting Nigeria’s Industrial Sector and SMEs for Inclusive and Robust Economy’’, would take place at the Permanent Trade Fair Complex, off the Enugu-Onitsha Expressway.
“It is incumbent, as expected, that the fair will be declared open by His Excellency, Muhammadu Buhari, GCFR, President, Federal Republic of Nigeria,’’ he said.
The ECCIMA boss noted that good number of bodies and business organisations as well as government agencies had indicated interest to participate in the fair.
“We wish to acknowledge that a good number of enquiries are being made concerning participation in the fair so far,’’ he said. He said that the chamber had enhanced its online platform for registration, exhibition and marketing.
“As part of our efforts to boost the success of the fair, we shall as it is strategic, be commencing the systematic sensitization tours and consolidating our marketing with visits to key stakeholders both in public and private sectors in different parts of the country.
“We have equally put in place measures to ensure stable and quality supply of electricity and water during the fair. “Relatedly, we shall soon commence the overhaul and maintenance of the two stand-by generator sets in the fair complex, in event of public power failure,’’ he said.
According to him, it is equally interesting to note that we have commissioned the reinforcement of the distribution network of electricity lines inside the fair complex including the changing of a good number of wooden electric poles to concrete poles.
“This has become necessary as the weak wooden electric poles used in the initial networking had to be replaced to enhance stable electricity supply. “We shall continue to gradually replace the wooden poles with concrete poles, particularly those that are weak.
“On security, we are pleased to note, that we have not had any security breach/problem since we started hosting our fairs in the trade fair complex within the Golf Estate area about six years ago,’’ he said.

Gov. Rochas Okorocha declares notorious kidnapper, Henry Chibueze (Vampire) wanted with a N5M bounty (see photo)
Imo State Governor, Rochas Okorocha has declared wanted with a bounty of 5 Million Naira for information leading to his rearrest of notorious kidnapper, Henry Chibueze alias Vampire.
The governor made this known on Saturday after a security council meeting held in Owerri, the state capital. The security meeting was at the instance of the invasion of high court premises in Owerri by suspected gang members who whisked away Vampire.
Vampire described as a notorious felon has been standing trial in connection with cases of kidnapping, murder, robbery, etc.
He was arrested in 2015 following a five year manhunt.
Gunmen suspected to be his gang members last Friday stormed the premises of Owerri High Court made away with him and two others in a Pathfinder jeep.
Five prison officials who led the suspects to the court received gun shots and were rushed to the hospital.

Jesus lights Man City’s path to FA Cup win

Raheem Sterling, Leroy Sane and Yaya Toure scored as Manchester City secured their place in the FA Cup fifth round with a 3-0 win at Crystal Palace on Saturday.
Gabriel Jesus, City’s £27 million ($33.9 million, 31.7 million euros) signing from Palmeiras, marked his full debut by setting up Sterling for City’s opener shortly before half-time at Selhurst Park.
Sane and Toure struck late on to rubberstamp a win that got Pep Guardiola’s side back to winning ways after their 4-0 thrashing at Everton and last weekend’s 2-2 draw with Tottenham Hotspur.
“We’re happy because it’s a competition we know is so important in England and for us, and we are there,” said Guardiola.
“We beat a team in the Premier League away, so that counts a lot for me.”
Defeat ended Palace’s hopes of emulating last season’s run to the final and leaves them with only their fight to avoid Premier League relegation to focus on.
Sam Allardyce has won just one of his first eight games since succeeding Alan Pardew as Palace manager, but having made six changes, he clearly had half an eye on Tuesday’s trip to Bournemouth.
“Only time will tell whether that’s a blessing or not,” he said.
“But every game that you play, you want to try to win it. We’ve lost the habit of winning at the moment.”
Guardiola made five changes, which included a first appearance for captain Vincent Kompany since City’s 2-1 win at the same ground on November 19, when the Belgian centre-back suffered a knee injury.
The visitors began brightly, Sterling narrowly failing to pick out Sane with a cross from the right and Toure teeing up David Silva for a volley that Wayne Hennessey blocked at his near post.
Palace, though, began to find joy on City’s flanks and for a period during the first half they had Guardiola’s men on the back foot.

Willy Caballero, deputising in goal for Claudio Bravo, had to field a Jordon Mutch header and produce a smart save to repel a James Tomkins snapshot after City failed to clear Lee Chung-Yong’s free-kick.
Toure was perhaps fortunate to avoid a red card when, two minutes after being booked for a foul on Joe Ledley, he tripped Mutch as he forged down the Palace right.
Referee Mike Jones spared the Ivorian — Allardyce said it was an “absolute certain yellow card” — and from Andros Townsend’s free-kick, via Mutch’s flick-on, Christian Benteke headed over.
Jesus had been quiet, but two minutes from half-time he came to life, neatly controlling the ball with his back to goal, turning sharply and freeing Sterling to slot a low shot past Hennessey.
The 19-year-old Brazilian almost made it 2-0 on the stroke of the interval with a right-foot shot that was parried by Hennessey, the ball rebounding against a Palace defender and looping over the bar.
Loic Remy, a half-time substitute, came close to an equaliser when Mutch’s blocked shot bounced into his path and he sent an acrobatic effort whistling over the bar.
A Fabian Delph effort turned behind by Hennessey was followed by an almighty rain and hail shower that left the pitch sprinkled with white specks and briefly threatened to put City off their game.
After failing to control Caballero’s pass, Gael Clichy was robbed by Lee, who fed Ledley, and the Welshman drilled a shot narrowly wide.
Ledley would also go close with a diving header from Townsend’s cross, but by that stage Sane had put the game beyond Allardyce’s side.
Silva’s pass down the inside-left channel was allowed to find its way to Sane and he shot across Hennessey for his third goal in three games.
Jesus squandered a chance to add a third late on, succumbing to an untimely attack of cramp after skirting Hennessey, but Toure did find the net with a fine stoppage-time free-kick.

Unbelievable! Well-dressed man caught stealing baby food
A man dressed in suit and tie, was arrested in Malawi, after he was caught trying to steal baby food from a supermarket.
In what appears to be a desperate move, a yet-to-be-identified poperly dressed man was caught shoplifting baby food known as ‘jiggies’, from a supermarket, and the police were called to take him away.
Sharing the post on Facebook, Zambezi Reporters wrote:
“HUNGER IN MALAWI, MAN STEALS JIGGIES GETS ARRESTED
A Malawian gentleman man clad in a beautiful suit and a necktie has been arrested in a Malawian town after he was caught jiggies, baby food.”
