Arsene Wenger admits an ongoing revolt among Arsenal fans will have an influence over his decision whether to leave the club at the end of the season. This comes as the Gunners have offered star midfielder, Mesut Ozil, a £280,000-a-week deal to stay in London.

Wenger’s position at the club came under renewed pressure on Tuesday after a humiliating 5-1 home defeat to Bayern Munich. The 10-2 aggregate defeat saw them eliminated at the last-16 stage for the seventh consecutive season.

Gunners’ supporters dissented against the Frenchman before kick-off, with an estimated 200 fans marching in protest against Wenger outside the stadium. The mood only soured further as the evening went on.

Wenger has an offer to extend his stay at the Emirates and insists he will hold off on making a decision until the end of the season. But, for the first time during his 20-year spell as manager in north London, he now admits the sight of fans turning on him could force him out of the club.

“I don’t know, its difficulty to judge [supporters], I have worked hard for 20 years to make fans happy,” he said speaking to reporters ahead of tomorrow’s FA Cup quarter-final clash against Lincoln City.

“When you lose a game I understand they are not [happy]. I don’t want to judge that. I said many times, you have to accept many opinions.” When asked if the rising tension between the club and supporters will have an influence over his decision whether or not to sign a new contract, he responded: “Yes, it will have influence. It may not be most important fact but you consider it, of course.

Ozil could earn around £280,000-a-week if he decides to extend his contract at Emirates. He is currently the highest earner at Arsenal with wages of around £140,000-a-week plus bonuses.

Arsenal signed Ozil from Real Madrid for a fee of £42 million in 2013 and the German has had a mixed career in England so far.According to Daily Mirror, the 28-year-old midfielder is stalling on his contract extension because he believes he can get more money at another club. Ozil has 15 months left on his current deal and could leave the club at the end of this season.

It is a similar issue with Alexis Sanchez as well. The Chilean winger has been offered wages of £200,000-a-week, but the former Barcelona star is holding out for more.

With Arsene Wenger’s future also in doubt, it seems that a massive exodus at Arsenal is definitely on the cards this summer. The French manager is out of contract at the end of this season and has not signed an extension yet.Arsenal are currently fifth in the Premier League table and will be looking to finish in top four.

Smugglers of frozen fish risk five-year jail term (Read full details)

Henceforth, importation of frozen foods into the country without a valid licence would attract a five-year jail term or fine of $250,000. The Minister of State for Agriculture, Heineken Lokpobiri, disclosed this yesterday.

He urged those involved in the act and their collaborators to desist from it or face the wrath of the Federal Government.Lokpobiri stressed that government would also destroy the products and the illegal vessels used for such importation.

He said: “The Federal Ministry of Agriculture has put measures in place to arrest, detain and prosecute offenders as enshrined in the Sea Fisheries Act Cap S4 laws of the Federation 2004. Such persons would be dealt with as criminals and economic saboteurs.”

The minister explained that smugglers were importing all types of frozen fish like tilapia, red pacus, river bream, pangassius, horse mackerel, sardine and croaker through the land borders even though they fall on the prohibited list.

Lokpobiri said the circulation of these unhealthy fish and fishery products have increased the risk of kidney disease and cancer among Nigerians.
He disclosed that the Federal Government had urged the Central Bank of Nigeria (CBN) to allocate 800,000mt quota for the importation of frozen fish to bridge the 1.2million demand gap.

He added that government was also collaborating with countries in the Gulf of Guinea, as well as the Nigerian Customs Service, Maritime Police, Nigerian Navy and the Nigerian Agriculture Quarantine Service (NAQS) to curtail the illegality.

He promised that from next week, his ministry officials would be deployed to inspect cold-rooms across the nation.The National President, Association of Nigeria Seafood, Mr. Lamina Rasheed, said licenced importers, who pay 14 per cent duty on their cargo to the Federal Government were facing a stiff competition from smugglers.

“The smugglers have done a lot of damage to our business. Even though we have huge a stock in the cold rooms, we are unable to sell to our customers due to the activities of these unpatriotic people,” he said.

Olatunbosun’s stunner against Nigeria Professional Football League (NPFL) reigning champions, Enugu Rangers in one of the Matchday 10 games played last week Friday at the Agege Stadium was voted the CNN Goal of the Week by the international satellite television network.

An excited Olatunbosun, who is the first player from the Nigerian top league to win the award, also appreciated the club officials for their support, while thanking his fans all over the world for their votes.

“I will like to say a very big thank you to our father in the Lord, Dr. D.K. Olukoya, who has always been there for us. Without him I don’t think it will possible for me to score such a wonderful goal. So I am dedicating the award to him and I promise to do more.

Ighalo’s Changchun Yatai lost 5-1 away to Shanghai SIPG FC, but the former Watford striker could not save his club despite featuring for 90 minutes in their first game of the season.

Elsewhere at Jinan Olympic Sports Center Stadium, Super Eagles captain, John Mikel Obi was also in 90 minutes action for Tianjin Teda, but failed to salvage situation as they went down 2-0 in the away tie to Shandong Luneng FC.

Super Falcons Captain, Onome Ebi, is scheduled to work with the Nigeria Football Federation (NFF) and the Lagos State Football Association (LSFA) to promote women football at the grassroots level.

The African Nations Cup champion will be one of the star guests that will grace the finals of the association’s upcoming women football competition.

In her crusade for women football among young people, the former FC Minsk defender on Tuesday paid a visit to NFF second Vice President and Lagos State FA Chairman, Mr Seyi Akinwunmi. Koye Sowemimo, Head of Sports at Temple Management, her management team, accompanied her.

An erroneous publication had suggested that Onome was neglected by the NFF to nurse a hand fracture sustained during the finals of the African Women’s Cup of Nation, which held in Cameroun last year. The report had quoted an unnamed source.

Speaking on behalf of her Ebi, Koye Sowemimo clarified that the NFF has been responsible for the surgery and treatment of the football star at the National Hospital, Abuja. “Ebi is focused on fully recovering from her fracture and she is doing very well so far. She is back in training and in the gym too.

“The NFF never abandoned her while she was undergoing treatment. The association footed her bills and kept monitoring her recovery. Onome is not distracted by such reports and is now focusing on doing what she loves to do best,” Sowemimo explained.

Meanwhile, Ebi will commence a road tour around major secondary and primary schools in Lagos, where she will be expected to give pep talks and motivate female students interested in the football.

Among the schools she is expected to visit is her Alma Mata, Awodi Ora Secondary School Ajegunle. Others are British International School (BIS), Queens College, Yaba, Dowen College, Lekki and Holychild College, Ikoyi.

Members of President Muhammadu Buhari’s household continued to evade The Guardian’s reporter in London yesterday.They were forced to enter the Abuja House in London through the back door so as not to be seen by the reporter when a Mercedes Jeep bringing them back to the premises arrived around 4:09 p.m.

On sighting the reporter outside the official residence of the Nigerian high commissioner to the United Kingdom, the driver drove very close to the main door and by the time they noticed the reporter had run to the second gate, they didn’t use the front entrance that had been opened by one of the members of staff inside.

Rather, the vehicle reversed very close to the side door and dropped off the occupants. One of the girls sighted on Sunday looked back carefully, and her eyes and those of the reporter met, before she went in through the side door.

Security staff at the Abuja House hung the phone on The Guardian when the reporter arrived at 3:50 p.m. yesterday.When the entry phone was pressed and a security official picked it, the reporter requested to speak to “any member of the house or official of the High Commission.” The security man replied: “You have to go to the High Commission.” When told that “I don’t want the High Commission, I want to speak to any member of the staff working here,” he insisted, “You have to go to the High Commission, there’s no one to speak to,” before
angrily hanging up.

On Sunday, two guests leaving the residence around 4:54 p.m. were greeted “evening, sirs” before being asked twice, “Did you see Mr. president?” None of the two replied, but gave this reporter a look, before walking to the end of the street.

The two London Metropolitan Police constables -Marlett and Sock – who were called to arrest The Guardian reporter in front of the Abuja House, on Sunday afternoon were given a crash course on why Nigerians want to know the true situation of President Buhari’s extended medical leave.

“This is the official residence of the Nigerian High Commissioner to the United Kingdom, so it is Nigerian property,” the reporter told the policemen, as they started interrogating him about why he had come to spend the Sunday afternoon at the Kensington address.

The Guardian explained: “Our president has been on vacation since last month and should have resumed since February 6, but we are being told by his people that he is resting here and awaiting the results of some medical tests. So, Nigerians just want to know if he is here and for him to speak to them.”

One guest who was departing could not be smuggled through the side door as he was on a wheelchair. The presence of The Guardian in front of the house seemed to have created a dilemma for people in the Abuja House, as it took them about 10 minutes between when a silver Mercedes Benz cab was parked in front of the house and when the wheelchair-bound guest was brought out and carried inside the cab. About three people accompanied him out and everyone was smiling until the reporter tried waving the Benz to stop on its way out.

The action drew the fury of one of the insiders, a grey-haired man. He approached the reporter, pointing his finger and warning him not to stop the cab nor talk to the people inside as it drove out around 4:30 p.m.

About five minutes later, another blue Mercedes Benz arrived with a female occupant. Not only did she too used the side entrance, the driver was instructed to park so close to its door, when it was time to offload the contents of the boot.

Meanwhile, a pro-democracy and non-governmental organisation, Human Rights Writers Association of Nigeria (HURIWA) has condemned the reported harassment of The Guardian reporter by officials of the Abuja House at the weekend.

The group also asked the National Assembly to sanction officials of the country’s embassy in Ontario, Canada who were accused of corruption and extorting Nigerians to renew their passports.

In a statement by the National Coordinator, Emmanuel Onwubiko and National Media Affairs Director, Zainab Yusuf in Abuja yesterday, HURIWA described the invitation of the Metropolitan Police of London to arrest the journalist as outrageous, more so when the reporter was legitimately attempting to provide Nigerian readers with accurate information on the wellbeing of President Buhari.

HURIWA faulted the claim by the embassy officials that the Nigerian house was a private residence, saying the place was acquired with taxpayers’ money, so it is a public asset belonging to the people of Nigeria.

On the allegation of corruption at the Nigerian embassy in Canada, the rights group urged Senate President, Bukola Saraki, and Speaker of the House of Representatives, Yakubu Dogara to intervene and ensure transparency in their operations.

Also, the Chairman of the Conference of Nigeria Political Parties (CNPP), Alhaji Balarabe Musa has urged the National Assembly to commence an investigation into the state of health of Buhari and his eligibility to continue as the country’s head of state.

In an interview with The Guardian, Musa blamed the executive for the poor management of information on the president’s treatment abroad.

“That is why we want the Senate President and Speaker of the House of Representatives to commence an investigation and unveil the truth about the health of the president. If he is found not capable of continuing in office as head of state, he should resign,” he said.

The Petroleum Technology Association of Nigeria (PETAN) has expressed concern over depleting state of Nigeria’s crude oil reserves.The Chairman of the Petroleum Technology Association of Nigeria (PETAN), Bank-Anthony Okoroafor, therefore stressed the need for the Federal Government to provide enabling environment to encourage more investment in exploration and production.

Besides, the association has outlined activities for its first West Africa international oil and gas conference in Lagos.Emphasising on the need to increase the country’s reserves base Okoroafor said, “if the country had continued with the aggressive exploratory activities of 1967, the Federal Government would have achieved more than the four million barrels daily and 40 billion reserves targets set in 2010, which are yet to be achieved in 2016.

He therefore charged the government to encourage more investments in oil exploration activities so that the country’s production and reserves targets would not be unrealisable.

He said for this to be achieved, the fiscal regime should be stabilised and uncertainty removed to guarantee the future of investments. Okoroafor noted that the fiscal regime was the most contentious issue that stalled the passage of the previous versions of the Petroleum Industry Bill (PIB).

He said to achieve the desired fiscal stability that would incentivise investments, the government should pay off joint venture cash calls, and also make it a first line charge.

To end the Niger Delta crisis, Okoroafor urged the Federal Government to invest in human capital development in the oil producing communities. “It is in the government interest to solve the Niger Delta crisis and pipeline vandalism in Nigeria because Niger Delta is the goose that lays the golden egg and this cannot change for a very long time.

“The insecurity of assets is a major source of concern for government, the oil industry and Nigeria as a whole. It is possible that the government moves to solve the protracted crisis in the Niger delta has not been fully communicated to the people. I still believe that what we need is a plan for the rapid development of the Niger delta area.

“Those who fail to learn from history are condemned to repeat it. We must start with tangible developments that can create sustainable employments, entrepreneurs and ensure 24 hours power supply. By creating opportunities for many, businesses can thrive, the security of lifes and property can improve and we will not be discussing this bilateral agreement with neighbouring countries to import crude oil. All this will take time but the result will be sustainable and a win-win formula for both the Niger delta region and the government.

“We should not fool ourselves that it will be easy but it will stabilize the goose that lays the golden egg – the Niger Delta region and our oil industry at large. Also government must continue to engage constructively and sincerely with the Niger delta no matter the difficulties. These problems took long time to manifest and cannot be solved easily. It will take time but will be solved”.

He urged government to focus on improving the security of lives and assets in the Niger Delta, which he said, may be repelling investment in the region. “There should be a sense of urgency on this. Restoring sustainable peace agreement in the Niger Delta should be our most important agenda on the table now. This should be treated with all   urgency. Restore confidence on security of people and assets in the entire Niger Delta. In present-day Nigeria, oil accounts for 95 per cent of foreign exchange earnings and 75 per cent of government revenue for Nigeria”, he added.

He emphasized the need for the country to increase production target in order to earn more revenue in the midst of the low oil prices. “Crude oil production by OPEC is about 40 per cent of worlds crude oil and OPEC oil exports represent about 60 per cent of the total petroleum traded internationally. OPEC is not the only determinant of crude oil price but its actions can, and do, influence international oil prices. Oil supply from outside the OPEC represents about 60 per cent of world oil production. So changes in non-OPEC production can affect oil prices.

“Also oil prices are not only affected by actual non-OPEC production, but also by changes in expectations about future non-OPEC supply. For example, U.S. Shale, Soviet Union, North sea and others. Inventories act as a balancing point between supply and demand. There is a relationship between oil price and inventories.

Geopolitical and weather related events can affect oil prices. Any event that can lead to actual disruptions or create uncertainty about future supply or demand can lead to higher volatility in prices. Much of crude oil are located in regions that have been prone historically to political upheaval|”.

Okoroafor also stressed the need for the Federal Government to make Nigeria self-sufficient in petroleum refining. “We can make Nigeria self-sufficient in petroleum refining by creating business friendly policies that encourage entrepreneurs to invest in refineries, by running our refineries as strategic business units, that will buy their crude, refine and sell, pay their costs without resorting to Abuja to pay contractors.

“We can empower the refineries managing directors to run them as strategic business units and remove all bureaucracies hanging over their necks. Once this is done, we can then hold them accountable to move from cost centre to profit centres. Any one that does not deliver can then be replaced with performers. Also Government should play its role and secure assets and people so that business will focus on those things that can create sustainable value. We must create a secure environment for investment to thrive in our place. We must encourage many more Dangote’s with good fiscal policies, no policy summersaults no matter the government in place”.

Speaking on the inaugural West African International Petroleum Exhibition and Conference (WAIPEC) taking place 21 to 23rd February 2017 in Lagos, Okoroafor said: “There has never been an operator-service sector engagement conference by the industry for the industry. PETAN therefore decided to start one. This is unique and specially designed by the industry for the industry. There are strategic sessions, technical sessions, exhibitions that really structured by the industry for the industry”.

Dwelling on the objectives of the programme, the PETAN Chairman stated: “The main objectives of the conference is to bring together experts from the entire upstream, midstream and downstream oil and gas value chain; to stimulate discussions on the directions, opportunities and challenges of the regional oil and gas industry; networking face to face with key stakeholders in upstream, midstream and downstream sectors; creating opportunities for businesses and building new regional partnerships; sharing strategic industry experiences and technical expertise; and promoting Nigeria and West Africa oil and gas opportunities”.

Cameroon want Tunisian clash ahead August date with Super Eagles…See full details

African champions, Cameroon have lined up a friendly with the Tunisian national team, Carthage Eagles, in March ahead of their World Cup qualifier against the Super Eagles of Nigeria, writes allnigeriasoccer.com.

The friendly between the two African powerhouses will take place at Mustapha Ben Jannet stadium in Monastir on March 24.

The Tunisian Football Federation announced on their official webpage: “Agreement has just been reached between the Tunisian Football Federation and the Cameroonian Federation for the organization of an international friendly match on 24 March 2017 at the Mustapha Ben Jannet stadium in Monastir.”

Before the Indomitable Lions face off against the Super Eagles in August, they will represent Africa at this summer’s Fifa Confederations Cup. Nigeria have confirmed a friendly with Senegal during the next international window.

Cameroon, host of the 2019 African Nations Cup, are not involved in the qualifiers for the continental championship hence their decision to play as many games as possible before meeting the Super Eagles.

Before their unexpected triumph at the Gabon 2017 African Nations Cup, nobody gave them any chance of troubling Nigeria’s seeming free ride to Russia 2018 World Cup. But the equation has changed with pundits saying that a draw against Nigeria in Uyo in August and a win for Indomitable Lions in Limbe will put the African champions in good stead to supplant the Eagles in the race to Russia.

Nigeria have six points from wins against Zambia and Algeria, while Cameroon are on two points after two draws with Algeria and Zambia.

Aside the game against Tunisia and the FIFA Confederations Cup, where they will meet Chile and Australia in the group stage, Cameroon are said to be looking for other tough warm up games to keep the Lions’ claws sharp ahead of the games with Nigeria.

Two other teams touted for the qualifiers are Ghana and Congo, with a rematch with Egypt likely to hold in Cairo before the first match against Nigerian in Uyo.

New auditor-general says integrity is crucial to anti-corruption crusade

The newly appointed Auditor-General for the Federation, Anthony Mkpe Ayine, has charged management and staff to uphold integrity at all times, saying this is key in the Federal Government’s anti-corruption crusade.

Addressing workers in the Office of the Auditor-General for the Federation (OAuGF), upon assumption of duty at the Audit House in Abuja, Ayine said besides President Muhammadu Buhari’s zero tolerance of corruption; an auditor anywhere in the world will be nothing without integrity.

Emphasising integrity as the key for an auditor, he charged the workers to imbibe the virtues of integrity, transparency and accountability, before urging others to do so.

According to him, “it must start with us because this office has the constitutional authority to carry out the anti-corruption crusade even more than any other institution of government.”

While commending the anti-corruption work of the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offices Commission (ICPC), Ayine reminded that while these agencies derived their powers from Acts of the National Assembly; the Auditor-General Office derives its own from the Constitution.

Describing the Auditor-General’s Office as the “supreme audit institution in Nigeria,” the new helmsman charged the workers to always uphold the image of the office, as it symbolises integrity, transparency and accountability.

Ayine said further: “We have a constitutional mandate that working together we are able to realise and to achieve the constitutional mandate this Office has. When we recite the National Pledge, the importance of some key words of the Pledge should not be lost on us. Let us reflect on what the Pledge says.

“In our duty, faithfulness, loyalty and honesty, are the virtues required of us, so that we can serve our nation well. We must realise that those virtues are very important in the discharge of our duties, including commitment and the need for a high sense of responsibility,” he added.

Ayine therefore charged all to exhibit discipline and commitment at all times, “because if there is lack of discipline in the management staff it will pass the wrong message to the staff below. So discipline and commitment must start with the management; and once you see that in the management, it sends the right message down to the entire organisation.”

The Nigerian Maritime Administration and Safety Agency (NIMASA) has restated its commitment to the establishment of the Maritime University against the speculations by the Ijaw Youth Council (IYC) that the agency is opposed to the establishment of the University at Okerenkoko, in Warri South West Local Council Area of Delta State.

Head, Corporate Communications, NIMASA, Isichei Osamgbi, in a statement made available to The Guardian, said: “This assertion is far from the truth and it has become necessary to clarify the issue as the Federal Government is committed to the actualisation of the project which the Agency conceived. It is pertinent to note that NIMASA is supporting every aspect of the law in its determination to fulfil its obligations.

“In addition, the National Assembly recently held a public hearing on the matter and it is expected that the funding of the institution and other aspects of running it will be specified in the Act setting up the University.

“For the avoidance of doubt, at no time did the Director General, Dr. Dakuku Peterside say anything contrary to the Federal Government’s position on the issue, and we solidly stand behind the Federal Government on its determination to actualise the project,” he said.

Osamgbi said the benefits derivable from the setting up of the institution will be quite numerous. “Apart from becoming a citadel for knowledge and development of human capital, job opportunities will be created to the Nigerian people, particularly the community,” he said.

Lawyers raise debate over legislation on hate speech

To say that there is growing trend of hate-speeches among Nigerians depends on which side of the divide you belong. If you belong to the establishment, it is most likely that you would acknowledge the trend and seek to curb it.

But, if you are among the oppressed or those discontented with the present political arrangement, you may not bother or bat an eyelid in defending the supposed hate-speeches when they occur.

However, not minding what one thinks about the development, it is a sign that we are living in strange times. The hate speech rhetoric could be traceable to the era of populist and nationalistic movements when agitation for independence and self-rule was imperative.

Hate speeches are usually associated with politics, electioneering campaigns, religious organisations and ethnicity movements and groups, but the advent of social media have worsened the situation.

It is on record that the electioneering campaigns that ushered in various civilian administrations including that of President Muhammadu Buhari had a huge dose of hate and discriminatory speeches.

All those are manifestations of deep-seated animosity and divisiveness in the country and some of these incendiary statements by some politicians have led to the killing of innocent Nigerians.

This worrying phenomenon can also be conveyed through various media such as radio, television, during mass protests as well as Internet-based social media portals. As a result, concerned stakeholders are beginning to moot the idea of legislative intervention in order to confront the malaise. Already, the idea is raising debate among the lawyers.

At the recent ‘First West Africa Regional Round of the Price Media Law Moot Court Competition’, organised by University of Lagos with collaboration of University of Oxford, the Minister of Information and Culture, Alhaji Lai Mohammed, who chaired one of the sessions of the three day program, lamented the adverse effect this growing trend may have on our existence as a country and called for the need for a legislation to checkmate it.

His words: “Hate-speech is becoming increasingly prevalent in all areas of our national endeavour, including religious, social, political and communal life. Experts, therefore, alerted that the level, trend and occurrence of hate-speech constitute a threat to the peace, unity and security of the country and the need for Nigeria to formally confront the phenomenon.

“Nigeria as we all know is endowed with over 180 million inhabitants and 250 ethnic groups that are diverse in terms of ethnic orientations, cultural practices, religious beliefs and language. Even the physical appearances of ethnic groups are very different such that members of these groups are easily identified by their physical attributes. These differences have been a source of tension beginning
from the colonial era under British rule.

“Hate speech is becoming increasingly prevalent in all areas of our national endeavour, including religious, social, political and communal life. Experts, therefore, alerted that the level, trend and occurrence of hate-speech constitute a threat to the peace, unity and security of the country, arguing the need for Nigeria to formally confront the hate-speech phenomenon. The phenomenon, if left unchecked, could grow to become a hydra-headed monster, which latently and silently creates a Rwandan-type experience.”

He stated further that even government functionaries are not immuned or exonerated from the misuse of social media by some misguided citizens in the country.

“Today, some ordinary citizens also seem to have succumbed to the inciting rhetoric of some religious, ethnic and political leaders, as they have now resorted to sending incredible hate-speeches to government officials in particular. Daily, unprintable hate messages are sent via SMS to me and some of my colleagues. The messages are laced with religious and ethnic epithets that you won’t wish for your worst enemies,” he stated.

He believes that if it is not checked, with time, it may disintegrate the nation’s coexistence and democracy. “In order for Nigeria to achieve a just and egalitarian society bereft of hate and prejudice, appropriate legislation should be enacted and emplaced, with a view to checking the growing prevalence of hate-speeches”, the minister declared.

Buttressing the need for a legislation against hate speech, Mohammed said: “Since the 1960s, many liberal democracies have instituted laws that penalise hate-speech and hate crimes in ways that limit the freedom for racists to express themselves. From the 1948 United Nations Universal Declaration of Human Rights, they have been enshrined and extended in constitutional and international laws against racial incitement.

“Facebook, Google, Microsoft, and Twitter, on May 31, 2016, jointly agreed to a European Union (EU) code of conduct obligating them to also review notifications on their platforms and remove illegal hate-speeches posted on their services within 24 hours.

“A number of nations have statutes that exceed the traditional incitement provisions outlined above. For example, Belgian law penalises public announcements of intention to discriminate, hate or perpetrate violence against persons on grounds of race, colour, origin, descent or nationality”.

Also speaking on the effect of hate-speech, Lagos State Attorney-General and Commissioner of Justice, Mr Adeniji Kazeem said Nigerian constitution recognises the right to dignity of individuals and right to freedom of thought, conscience and religion as guaranteed under section 34 and 38 of the 1999 constitution.

“However, these rights are enjoyable subject to rights of other citizens not to be subjected to discrimination under section 42 of the constitution. In this regard, no freedom of expression can accommodate hatred and hate-speech aimed at other citizens to deprive them of exercising their constitutional rights and incite violence against them,”Kazeem said.

The AG, like the minister of Information and Culture, added that the trend has the propensity to cause public disorder, violence and more dangerously genocide as the experience in Rwanda had shown.

He therefore called on the need to condemn and punish all forms of hate-speech, saying: “It is not an exercise in freedom of expression or freedom to worship, it is bigotry and has the tendency to cause violence and break down of law and order in the society”.

But a senior advocate of Nigeria and former General Secretary of Nigerian Bar Association, Dele Adesina, said one needs to be careful in commenting on the call for legislation against ‘hate-speech’.

According to him, the constitution is very clear on the fundamental rights of the citizens in Section 39 (1), which specifies that every person shall be entitled to freedom of expression, including freedom to hold opinion and to receive and impart ideas and information without interference.

“The constitution is the barometer of government decisions and actions. And right now, I don’t know what is the difference between hate or friendly speech. All I know is that we have the laws of libel and slander and anybody whose rights has been breached based on that can go to court.

“The point I am trying to make here is: wont such legislation amount to a restriction on what the constitution has provided? I think we will understand better when such legislation are put in place,” he stated.

In the same vein, another senior advocate, Olu Daramola, is of the opinion that such legislation are not necessary since the constitution has taken care of all that may pertain to hate-speeches.

“There is no need for any legislation on hate speech since the constitution has taken care of that. That is why we have the law on libel, slander and anybody could be tried in the law court if found wanting,” he said.

Daramola also said it has always been impossible to regulate the social media, citing instances of recent posting on the internet that the current President is dead. It is difficult, he said, to track the originator because there are some sites that one may not be able to trace. He concluded that the existing laws should be able to take care of any infractions rather than looking for a new legislations.

Also, a Lagos based lawyer, Emmanuel Etiuzalle, said he did not support such call for legislation. To him, anybody can make any speech out of annoyance and resentment, which is natural.

He noted that not everybody can control emotions. “Parents even use hate-speeches against their children, employers use it against their employees and so on. Will you now legislate against them,” Etiuzalle queried, adding that there are more serious issues that needs attention of all Nigerians and not talking about hate-speech.

World Bank tasked on projects implementation in Imo State

The Imo State Government has urged the World Bank authorities to introduce more people- oriented projects in the state in order to afford it the opportunity to participate in them.

The deputy governor of the state, Eze Madumere, stated this yesterday in Owerri, while receiving the bank’s team at the Govrrnment House, Owerri. He regretted that out of 35 projects marked by the bank, only four were being carried out in the state, calling for more.

According to him, the state government has the capacity to participate in the projects if involved. Madumere, assured that the state would access the funds meant for the bank in the state, noting that Governor Rochas Okorocha , had done things humanly possible to make the state tourist attraction centres, urging them to use their period of the stay to visit some of the centres.

The project coordinator, public sector corporate reform and development project for the state, Richard Obi Chioma, said they were in the state for projects assessment mission on projects in order to chat a new course for the state.

Speaking, the Commissioner for Finance, Obinna Mbata, noted that the visit was a welcome development which would make his ministry work in tandem with the World Bank, ensuring that the right things were done.

The team leader, Ikechukwu Nweje, said the visit was on implementation support business for the bank. He commended the state government for complying with the terms on the implementation of the projects, to ensure that the 22 per cent meant for the state was achieved.

Present at the visit were the Principal Secretary to the deputy governor, Nze Obinna Aharanwa, state Auditor General, Anthony Kamalu, the Chairman, Board of Internal Revenue, Henrietta Jacobs and Acting Director General, Public Procurement, Price and Intelligent, Mrs. Chiaka Mbajunwa and other state government officials.
