A new survey says half of young people living in South Africans think the world is becoming a worse place

Forty eight percent (48%) of young people in South Africa think that the world is becoming a worse place ‚ with only 15% thinking it is becoming better. It was also revealed that 30% young people in South Africa think that their country is a good place in which to live‚ while 19% said it was a bad place in which to live.

A large majority of South African young people (68%) think their government is doing too little to solve the global refugee crisis. Eighty-three percent (83%) of young people cited terrorism and extremism as what makes them fearful for the future. A similar proportion (81%) were worried about the possibility of conflict and war.

The survey also found out that young people overall were pessimistic about the future. They said money is the most common source of personal anxiety for young people with half (51%) naming money-related issues as one of their top sources of anxiety.

Finally, nearly two-thirds of young people (63%) believe that same-sex marriage should be legal‚ though women are far more likely to be in favour than men (70% vs. 54%).

The findings was published by the Varkey Foundation‚ based on in-depth opinion polling by Populus.

Donald Trump’s national security advisor Michael Flynn resigned amid controversy over his contacts with the Russian government Monday, a stunning first departure from the new president’s inner circle less than a month after his inauguration.

The White House said Trump had accepted Flynn’s resignation amid allegations the retired three-star general discussed US sanctions strategy with Russia’s ambassador Sergey Kislyak before taking office.

Flynn — who once headed US military intelligence — insisted he was honoured to have served the American people in such a “distinguished” manner.

But he admitted that he “inadvertently briefed” the now Vice President Mike Pence with  “incomplete information” about his calls with Kislyak.

Pence had publicly defended Flynn, saying he did not discuss sanctions, putting his own credibility into question.

“Regarding my phone calls with the Russian Ambassador. I have sincerely apologised to the President and the Vice President, and they have accepted my apology,” read Flynn’s letter, a copy of which was released by the White House.

The White House said Trump has named retired lieutenant general Joseph Kellogg, who was serving as a director on the Joint Chiefs of Staff, to be interim national security advisor.

Flynn’s resignation so early in an American administration is unprecedented, and comes after details of his calls with the Russian diplomat were made public — upping the pressure on Trump to take action.

Several US media outlets in Monday reported that top Trump advisors were warned about Flynn’s contacts with the Russians early this year.

Questions will now be raised about who knew about the calls and why Trump did not move earlier to replace Flynn.

Ahead of Flynn’s resignation White House spokesman Sean Spicer insisted Trump was not consulted about Flynn discussing sanctions, nor did he task his top national security aide to do so.

Asked if Trump was aware Flynn would raise sanctions with the Russian envoy, Spicer said: “No, absolutely not. No way.”

Blackmail?
A former head of defence intelligence, Flynn’s encounters with Russian President Vladimir Putin had already drawn criticism.

US media reported on Monday that the Justice Department had warned the White House that Flynn had misled senior administration officials about the contents of his talks with Kislyak and that it could make him vulnerable to Russian blackmail.

The message was delivered in the last days of Barack Obama’s administration by then-acting attorney general Sally Yates — who Trump sacked after she instructed Justice Department lawyers not to defend his contested travel ban.

CNN said then director of national intelligence James Clapper and John Brennan, the CIA chief at the time, agreed the White House should be alerted about the concerns.

In the hours before his resignation, some Trump aides suggested that Flynn has the full support of the president.

Until now, Flynn had been an instrumental player in Trump’s inner circle.

He was an early supporter of Trump’s improbable bid for the presidency and has encouraged tougher policies on Iran and a softer policy on Russia.

That was a sharp break with the Obama administration, which introduced a wave of sanctions against Moscow over its annexation of Ukraine’s Crimea, support for separatists in eastern Ukraine and what US intelligence says were its attempts to sway the 2016 election in Trump’s favour.

Washington and Moscow had also clashed over alleged war crimes in Syria, where Russia is accused of aiding the bombing of hospitals and other civilian targets. Despite this, Flynn had argued for rapprochement.

A few of Trump’s fellow Republicans had joined their Democratic foes in urging Flynn to resign over a situation that had become a major embarrassment for the ruling party.

“It is his duty to be fully transparent and forthright in his actions — anything less is unacceptable,” Representative Mike Coffman, a Colorado Republican, said in a statement.

“If in fact he purposely misled the president, he should step down immediately.”

Flynn’s resignation took place just over three weeks into Trump’s presidency and days before his first official talks with Israeli Prime Minister Benjamin Netanyahu, discussions in which the president’s national security advisor would normally have a key role.

The Justice Department and Congress are both investigating possible links between Trump campaign advisors and Moscow, and US intelligence has concluded that Putin personally directed an operation to interfere in the US election.

On December 29, the Obama administration sanctioned four Russian individuals and five entities and expelled 35 Russian diplomats in retaliation.

United Kingdom (UK’s) Prime Minister, Mrs. Theresa May, is facing renewed protests over her handling of Britain’s withdrawal from the European Union (EU). This came after a leaked EU document warned that British nationals living on the continent could now expect a backlash as a consequence of the government’s treatment of foreigners since the EU referendum.

The prime minister was accused of creating needless anxiety for British expatriates. An assessment of the legal impact of Britain’s withdrawal, obtained by The Guardian, revealed that the 1.2 million Britons living in the EU could pay the penalty for the prime minister’s failure to offer a secure future for EU nationals in the UK.

The internal document drawn by the European parliament’s legal affairs committee states that it will be down to each member-state whether British citizens are allowed to carry on living in their respective countries after 2019.

“The fact that it appears to be particularly difficult for foreign nationals, even if married to UK nationals or born in the UK, to acquire permanent residence status or British nationality may colour member-states’ approach to this matter,” it added.

The British government has repeatedly refused to offer any commitment to EU nationals living in the UK that they will be free to stay after the country leaves the union.

As a result, there has been almost a 50 per cent increase in the number of EU citizens applying for permanent residency documentation since the vote on 23 June. The number of applications rose from 36,555 in the three months to June 2016 to 56,024 in the three months to September, according to the latest figures.

EU nationals say that to obtain permanent residency cards, applicants have to complete an 85-page form requiring huge files of documentation, including P60s for five years, historical utility bills and a diary of all the occasions they have left the country since settling in the UK. Some have received letters inviting them to prepare to leave the country after failing to tick a box on a form.

A cross-party group of the European parliament has established a taskforce to investigate the complaints and a parliamentary hearing is expected to be announced in the coming days, to which a UK minister will be asked to give evidence.

The Liberal Democrat leader, Tim Farron, told The Guardian that May had been caught “playing with fire”. He said: “This issue could have been settled from the start if the government had done the right thing and made clear EU citizens who have made the UK their home can remain indefinitely.

According to the acting president, Nigerians should emulate the legacy of the late General Muhammed, who even in his short reign, left indelible marks in the country.

Meanwhile, the Acting President yesterday paid an official visit to Rivers State in continuation of Federal Government’s dialogue with peoples of the Niger Delta.

In Port Harcourt, he declared that the zone required a new vision devoid of the prevailing unhappy circle of discontent that sometimes resulted in violence, vandalism and security response.

He said that it was extremely discomforting that the Niger Delta region where he did his National Youths Service Corps 38 years ago was still grappling with the same challenges of underdevelopment and poverty.

He disclosed that the groundbreaking ceremony for the Integrated Contaminated Soil Management Centre provided for by the United Nations Environment Programme (UNEP) report will be performed on Thursday in Ogoni.

The acting president reassured the stakeholders that the Federal Government would continue the amnesty programme for ex-militants. In response, Rivers State Governor Nyesom Wike said he was in support of the 16-point agenda submitted by the Pan Niger Delta Forum (PANDEF) to the Federal Government.

Osinbajo will also pay an official visit to Imo State today. A statement by the Chief Press Secretary to the governor, Sam Onwuemeodo in Owerri yesterday stated that the Acting President would inaugurate “one or two projects, out of more than two thousand verifiable projects” executed by the Governor Rochas Okorocha’s administration.

Alleging that the Federal Government was deliberately holding its leader in detention in order to turn him blind, the Islamic Movement in Nigeria (IMN), Shiites yesterday said the Federal Government would be held responsible if Sheikh Ibraheem El-Zakzaky dies in solitary confinement.

The Shiites again urged the government to immediately obey the court judgment ordering his release and wife for urgent medical attention.

According to a statement issued by its spokesman, Mallam Ibrahim Musa, “the doctor assigned to attend to our illegally detained leader, Sheikh Zakzaky, has clearly told the authorities detaining him that he could go blind if not given the proper medical attention he deserves without further delay.’’

According to IMN, ZakZaky has been denied access to his own doctor alleging that with the way he has been treated, government wants him to die. “Thus far, the government has decided to play deaf, dumb and blind, as if all is well. The continued detention, illegally, in what it termed protective custody, against court orders and despite the doctor’s red alert is objectionable and condemnable. It is a moral obligation upon all people of conscience to show support and empathy to the plight of the oppressed Sheikh. Something urgent must be in place to save the deteriorating eye of Sheikh Zakzaky.”

IMN appealed to Nigerians to join them in mounting pressure on government to release him, in compliance with court order and to enable him attend to his health.

The group also called on Acting President Yemi Osinbajo to obey court order and free Sheikh Zakzaky. The Shiite leader and his wife were arrested in Kaduna in December 2015, in the wake of the clash between his followers and the Nigerian military.

The military authorities claimed the Shiite followers wanted to assassinate chief of army staff, General Tukur Buratai, which prompted soldiers to open fire on them.

The clash had been a subject of probe by the Human Rights Commission and the Kaduna State Government.

Centre urges N’Assembly to expunge 64 items of double budgeting

As the National Assembly began a public hearing on the 2017 budget yesterday, Senate President Bukola Saraki has said that the state of the economy has put more pressure on the legislature to ensure a very credible budget process capable of taking Nigeria out of recession.

Noting that Nigeria is at a crucial stage in her national development, Saraki stated that the poor state of the economy is deserving of a credible budget that could stimulate real economic activities, fix our critical infrastructure and provide cushion for the poor and vulnerable.

“The challenge, however, is how best to ensure that the budget is utilised as an effective policy in achieving these,” he said.

The Senate President said: “It is, therefore, in line with this belief that the 8th National Assembly deemed it necessary to bring government, civil society organisations, private sector, and other key actors in the economy to deliberate on the budget proposal.”

Speaker of the House of Representatives, Yakubu Dogara, said that the National Assembly was in the process of amending the constitution to give effect to the reforms being carried out in the budgeting process.

Dogara said: “The reforms being introduced into the budgeting process will ultimately lead to amendment of existing laws, including the constitution of the Federal Republic of Nigeria.

“We have keyed into the need to enact a budget process law that will set time frames and activity schedules for all participants. This will require the active cooperation and collaboration of not only both chambers of the National Assembly but the executive branch as well,” he said.

One of the participants, Lead Director, Centre for Social Justice, Eze Onyekpere urged the National Assembly to throw out 64 items of double budgeting, unclear and wasteful votes discovered in the 2017 budget.

Onyekpere, who compiled the items, indicted 64 ministries, departments and agencies (MDAs) for what he called “inappropriate, unclear line items” totalling N151, 536,674,923.

Also speaking at the hearing, former Deputy Governor, Central Bank of Nigeria (CBN), Dr. Obadiah Mailafia, revealed that 20 per cent of the currency in circulation in Nigeria is fake.

The Independent Corrupt Practices and Other Offences Commission (ICPC) yesterday said it recovered a total of N8.705b and 124 vehicles from corrupt officials in the private and public sectors in 2016.

The Independent Corrupt Practices and Other Offences Commission (ICPC) yesterday said it recovered a total of N8.705b and 124 vehicles from corrupt officials in the private and public sectors in 2016.

Of the 1,569 petitions received, 70 cases were filed and 11 convictions were secured, while 303 criminal cases were ongoing last year, even as low budgetary allocation prevented the execution of capital projects.

Chairman of the anti-graft agency, Ekpo Nta, made this known while giving account of its year 2016 activities yesterday in Abuja at a parley with media practitioners.

He said out of the N8.7billion recovered, N6billion was frozen with the Infrastructure Bank, N292million was in the Treasury Single Account (TSA) recovery account while N1.6billion includes pension funds paid to beneficiaries of the Nigeria Electricity Liability Management Company (NELMCO), among others.

Nta also explained that N20.8million was money from the Nigeria Social Insurance Trust Fund (NSITF) Multi-purpose Co-operative Society and others. N698.4 million was recovered out of which N668.5million was refunded to Kano State from SURE-P funds, while the balance recovery was money extorted from students of FUNAAB and others.

He cited the Hon. Abdulmumin Jubril budget padding petition as a systems study and review to identify and correct system weaknesses. Specifically, he said the establishment of the Anti-Corruption Transparency Unit (ACTU) 427 federal and state Ministries, Departments and Agencies (MDAs) were inaugurated.

Meanwhile, the Economic and Financial Crimes Commission (EFCC), has said neither the Senate President, Abubakar Bukola Saraki, nor governors of the 36 states were indicted in its investigation into the Paris Club loan reimbursement.

EFCC spokesman, Wilson Uwujaren said in a statement yesterday that investigations into the matter was still at the preliminary stage and those principal officers have not been indicted.

He implored the media to be circumspect in their reportage so as not to jeopardise the investigation. Uwujaren added that the media would be fully briefed of developments as soon as breakthrough was achieved.

Integration of the Southwest region through joint security network to enhance socio-economic development as well as adoption of a uniform education curriculum to address declining moral standards and sports formed the kernel of a regional governors’ meeting yesterday in Ado Ekiti.

The state chief executives agreed to make it a matter of compulsion to monitor Federal Government’s agricultural allocations for the zone in order to boost farming.

In a communiqué read by the host, Ayodele Fayose, the governors also expressed their commitment to improve the welfare of their people, just as they also agreed to constitute a “Regional Technical Working Group (TWG) on Southwest Integration Infrastructural Development through a multi-modal transportation system, digital and telecoms; leisure and entertainment as well as water infrastructure.

Besides Fayose, also at the meeting were Governors Rauf Aregbesola (Osun), Isiaka Abiola Ajimobi (Oyo); Olusegun Mimiko (Ondo); Akinwumi Ambode (Lagos) and Ibikunle Amosun of Ogun, who was represented by his deputy, Mrs Yetunde Onanuga.

To achieve their economic integration strategy, they also agreed that the Oodua Investment Group would “serve as a special purpose vehicle to drive the regional economic integration mission.”

The governors equally decided to “set up a committee on federal allocations in agriculture to be accessed for regional benefit. And to achieve this, the Development Agenda for Western Nigeria (DAWN) has been instructed to raise a dedicated desk in Abuja.”

During the opening session, Fayose had decried the allocation captured in the 2017 budget for the zone, saying it could barely drive development in the zone.

He also canvassed for a concerted effort to tackle the menace of rampaging herdsmen and spur the youths into embracing commercial agriculture.

Fayose pointed out that to move the zone forward, there must be respect for the political beliefs and opinions of others, urging the governors to refrain from engaging in any act capable of undermine one another.

His words: “For instance, in the 2017 Federal Government budget, the Southwest is one of the least beneficiaries. The 2017 budget is about N7 trillion and the only capital project allocated to Ekiti State is the Akure–Ado Ekiti road to which N250 million was earmarked.

“What can N250 million do on a road that is begging for reconstruction? There is even no guarantee that the N250 million budgetary provision will be made available at the end of the day. I am sure this is applicable to other states too compared to other zones.”
