The Speaker, House of Representatives, Mr Yakubu Dogara, said the house would initiate programmes and policies aimed at improving the living standard of Internally Displaced Persons (IDPs) in Abuja.

Dogara stated this in Abuja on Monday when the leadership of the House of Representatives met with pupils of “School without Walls’’ from Abuja IDPs camps to commemorate 2017 Commonwealth Day.

The theme of the celebration is “A Peace Building Commonwealth’’.

The speaker urged the children to dedicate themselves to the promotion of peace in the country.

He told the children that there was no one more qualified to fight for peace in the country than them.

Dogara expressed concern that recent killings, kidnapping, inter-communal clashes, terrorism and militancy recorded in the country had militated against a peaceful society.

“It is something that we Nigerians can all rally round, put on our thinking caps and resolve because no one is coming to provide the solution.

“We have to address the challenges ourselves,’’ he said.

Earlier, the Clerk to the National Assembly, Mr Mohammed Sani-Omolori, said that the event was organised to preach peace and tolerance to the pupils while at the camp and beyond.

He said that the contributions of young people to peace building could not be ignored, adding that respect and understanding for one another was the cornerstone on which peace was founded.

“At a time of increasing instability and uncertainty in the world, the Commonwealth of Nations in its rich diversity becomes an ever more needed source of strength and hope for all its members.

“It is in this regard that this year, the Commonwealth is focusing on peace-building initiatives and is committed to seeking ways of resolving conflict and creating peaceful and stable community.’’

The founder of the school, Mr David Olatunji, commended Nigerians for their support towards the well-being of the children.

Olatunji, however, solicited more support from Nigerians to meet the demands of the displaced children’s upbringing. (

British Foreign Secretary Boris Johnson and Egyptian President Abdel Fattah al-Sisi on Saturday finalised a $150 million loan guarantee agreement tied to crucial IMF financing for Egypt.

In Johnson’s first visit as foreign secretary to Egypt, he also discussed boosting trade, with UK company investments having reached $30 billion in 2016, according to Britain’s Foreign Office.

Johnson and Sisi “finalised a joint declaration agreement on a $150 million loan guarantee to Egypt,” the British embassy said in a statement.

The British loan guarantee was part of up to $6 billion pledged in bilateral funding Egypt needed to secure to qualify for a $12 billion IMF loan linked with tough economic reforms.

The visit came as Egypt pushes for a resumption of British flights to Sharm el-Sheikh, which were suspended following a jihadist bombing that killed 224 holidaymakers on board a Russian airliner departing the resort.

“The two sides emphasised they would continue working on resuming flights from British airports to Sharm el-Sheikh,” the presidency said in a statement.

Russia had suspended all flights to Egypt after the October 2015 bombing claimed by the Islamic State group.

In the meeting Johnson said his country “looked forward to boosting economic and trade cooperation with Egypt,” the statement said.

Earlier in February, the UK prime minister’s trade envoy Sir Jeffrey Donaldson visited Egypt with an economic delegation.

The House of Representatives on Wednesday expressed concern over the alleged harassment of Internally Displaced Persons (IDPs) in Adamawa, Borno and Yobe states over unpaid agriculture loans granted them before their displacement.

This followed a motion moved by Rep. Adamu Kamale (PDP-Adamawa) on the need to halt the arrest and prosecution of returning IDPs over loans granted by the Bank of Agriculture before their displacement.

Moving the motion, Kamale noted that most of the farmers at the point of displacement were beneficiaries of various agriculture loans, subsidy on fertiliser, tractor hiring and implements.

However, the lawmaker explained that at the time of the attacks in the North East by Boko Haram insurgents, most of the farm produce were still unharvested, adding that their livestock were carted away by the insurgents.

Kamale expressed worry that presently, several returnee IDPs in the affected region were being threatened with arrest and prosecution over the loans granted to them.

The House, therefore, mandated its committee on Agricultural Production and Services to investigate the matter and report back within four weeks for further legislative input.

Senate expresses worry over poor funding of ICPC, others

The Senate says underfunding of the Independent Corrupt Practices and Other Related Offences Commission (ICPC) and other anti-corruption agencies may scuttle the fight against corruption.

The Senate made known in a statement signed by the Spokesperson for the Commission, Mrs Rashidat Okoduwa and made available to the News Agency of Nigeria (NAN) in Abuja on Wednesday.

According to the statement, Chairman of the Senate Committee on Anti-corruption and Financial Crimes, Sen. Chukwuka Utazi raised the concern during the budget defence of ICPC at the National Assembly Complex.

The chairman said that poor budgetary allocation to the commission would hinder it from attaining the set targets.

“If we want to fight corruption, we must fund the fight. You want to fight corruption without funding? It won’t work.

“An agency like ICPC needs to get into the consciousness of Nigerians. It needs to do enlightenment and educate the people on the ills of corruption.

“This will help us to look at the cause, which is less expensive than what we are doing now by running after the corrupt people,’’ the chairman was quoted as saying.

Utazi assured ICPC that the senate would ensure improved budgetary allocation to the commission.

According to him, there must be a total overturn in the budgetary process and the committee will make a case to get what the commission deserves to do its job.

Utazi also assured that the committee with the engagement of other colleagues from the House of Representatives would look at the paltry sums being given to the commission.

Earlier, the Chairman of ICPC, Mr Ekpo Nta had lamented that inadequate funding was hindering the performance of the commission.

He told the committee that some operations of the commission were delayed and others left unexecuted in 2016 because of insufficient funds even while they were captured in the budget.

ICPC had submitted a budget proposal of N5.8 billion for 2017 to the National Assembly.

Customs hand over 2 impounded helicopters, accessories to NAF

Nigeria Customs Service (NCS) on Friday said it had intercepted two helicopters and 23 consignments of accessories illegally imported into the country.
Mr Dan Ugo, a Deputy Comptroller-General of Customs, told newsmen in Lagos that the two helicopters and accessories, valued at N9.7 billion, were impounded at the Murtala Muhammad International Airport.
“The consignment was detained at SAHCOL cargo shed. Upon examination, the consignment was found to contain two civil models of Bell Helicopters 412 EP, with serial numbers 36608 and 36606.
“The consignment also contains 23 packages of accessories, weighing 11,475kg,” the customs boss said.
He said that the two helicopters and other accessories were seized because the importer could not provide End User Certificate from the office of the National Security Adviser (NSA).
Ugo said that the importer had contravened Section 36 (2) of Customs and Excise Management Act (CEMA), Law of the Federal Republic of Nigeria, 2004.
According to him, the consignment, which was impounded on Nov. 7, 2016, had a Duty Paid Value of N9, 757,135,240.86.
“This equipment was seized because the importer contravened the Customs Act.
“The Comptroller General of Customs, Retired Col. Hameed Ali, in appreciation of the roles of Air Force has directed that the equipment should be handed over to the Nigerian Air Force.
“When we make seizures, we go through legal process by approaching the court of competent jurisdiction to file for condemnation and forfeiture to the Federal Government of Nigeria, which had been done.

“This falls within the purview of the Nigerian Air Force which will put it to use maximally to protect us as a nation,’’ Ugo said.

 

He called for continuous synergy between the customs and other government agencies for the safety and security of the nation.
Ugo commended the customs officers who made the seizure and assured them of continued moral support from the customs service.
Air Commodore Hyacinth Eze received the consignment on behalf of the Chief of Air Staff, Air Marshal Sadiq Abubakar.
Eze commended the Customs for a job well-done.

“The handing over of these helicopters by Nigerian Customs would go a long way to assist the force,’’ he said.

Eze said that the actual physical examination of the consignment would be done at Nigerian Air Force Base.
Also speaking, the Customs Area Controller (CAC), MMIA command Comptroller Frank Allanah, said that the command generated N55.5 billion between January and December 2016, compared to N42.7 billion collected in the corresponding period of 2015.
Allanah said that the N12.8 billion increase in revenue was recorded in spite of decline in cargo throughput from 76.9 metric tonnes in 2015 to 64.63 metric tonnes in 2016.
He said that the command, in 2016, also made seizures of elephant tusks and foreign currencies.

Power Failure: NBS exposes power stations

Total average of 2,548GWH of energy was generated by 25 power stations in the country in the fourth quarter of 2016.

The report release by the National Bureau of Statistics (NBS) in Abuja on Friday indicated that Egbin Power Plant contributed about 12.47 per cent of the average energy generated in the period under review.

The report said that the generation from Egbin represented the highest generation among the 25 power plants.

According to the report, an average of 2,497GWH of energy was sent out as Okpai Power Plant recorded the highest percentage of 12.13 per cent of average energy sent out.

It reported that daily energy generation attained a peak of 3,859.59MW on Oct. 15, 2016, while daily energy sent out on same date was 3,798.16MW.

Similarly, the highest daily energy generated per hour attained a peak of 92,630MWH on Oct. 15, 2016 and daily energy sent out per hour on same date was 91,156 MWH.

It also indicated that, the lowest daily energy generation of 2,522MW in the fourth quarter of 2016 was attained on Oct. 28, 2016, while daily energy sent out on that date was 2,472 MW.

It stated that the lowest daily energy generation per hour was also attained on same date with 60,546 MWH generated and 59,328 MWH sent out.

In November 2016, daily energy generation attained a peak of 3,707.09MW on Nov.22, 2016, while daily energy sent out on same date was 3,644.86MW.

Similarly, the highest daily energy generated per hour in the month under review attained a peak of 88,970MWH, while daily energy sent out per hour on same date was 87,477,156 MWH.

The report showed that daily energy generation dropped to 2,685.26 on Nov. 24, 2016, while daily energy sent out on same date was 2,640.99MW.

In November, the lowest daily energy generation per hour was also attained on same date with 64,446 MWH generated and 63,384MWH sent out.

For December 2016, daily energy generation attained a peak of 3,197.03MW on Dec.1, 2016, while daily energy sent out on same date was 3,153.86.

According to the report, the highest daily energy generated per hour attained a peak of 76,729MWH on Dec. 1, 2016, while daily energy sent out per hour on same date was 75,693 MWH.

The report indicated that the lowest daily energy generation attained in December 2016 was 2,737.34, while the lowest daily energy of 2,691.70 sent out of 2,691.70 was attained on Dec.4.

It further reported that, the lowest daily energy generation per hour of 65,696 MWH was also attained on same date, while 64,601 MWH was sent out.
