The body of an elderly German hostage who was beheaded by Islamic militants has been found, the Philippine government said on Sunday.

The Abu Sayyaf, a kidnap-for-ransom network that has pledged allegiance to the Islamic State group, murdered Jurgen Kantner, 70, last week after its demands for 30 million pesos ($600,000) were not met.

Military officials said marines found Kantner’s body on Saturday evening in the militants’ remote southern island stronghold of Sulu.

“The Philippine government is deeply saddened but resolved as ever to respond to the recent discovery of the body of Mr. Jurgen Kantner,” President Rodrigo Duterte’s spokesman Ernesto Abella said in a statement.

Troops have clashed with the Abu Sayyaf in recent days, leaving 29 soldiers injured and 14 militants dead, according to the military which says it has been unable to recover the bodies of slain guerrillas.

“It was not easy to find it because of the fighting with the Abu Sayyaf kidnap group that resulted in the wounding of 29 of our men and in the wounding of many of the enemy,” said Colonel Cirilito Sobejana, head of an anti-terror task force in the southern islands.

He said the government was arranging with the German embassy to repatriate Kantner’s body for burial.

Kantner’s yacht, the Rockall, was found drifting on November 7 off the southern Philippines with the body of his female companion, Sabine Merz, who had been shot. The Abu Sayyaf claimed the kidnapping.

Kantner’s remains are in a military hospital morgue in Sulu while officials prepare documentation for transporting the body, authorities said.

President Rodrigo Duterte has apologised for failing to save Kantner and said the military had stepped up operations against the militants.

The Abu Sayyaf, established with seed money from Osama bin Laden’s Al-Qaeda network, has been kidnapping foreigners and locals for decades and holding them for ransom.

It is believed to still hold at least 19 foreigners and six Filipino hostages.

The group, blamed for the nation’s worst terrorist attacks, has used the support of local communities, millions of dollars in ransom and collusion with corrupt local officials to defy decades of military operations.

The quake struck at a depth of 42.3 kilometres (26 miles) in the Pacific Ocean 34 kilometres east-northeast of the town of Namie, the US Geological Survey said.

The Japan Meteorological Agency said there was no risk of a tsunami from the quake, which caused some swaying in high-rise buildings in Tokyo.

There were no immediate reports of damage or injuries though some local service train services stopped, public broadcaster NHK reported.

Tokyo Electric Power, operator of the Fukushima plant, said no abnormalities were detected.

A massive undersea quake on March 11, 2011 sent a tsunami barrelling into the northeast coast, leaving more than 18,500 people dead or missing and sending three reactors into meltdown at the Fukushima nuclear plant.

In November a powerful 6.9-magnitude quake sparked panic and triggered a one-metre (three-foot) tsunami that washed ashore at the Fukushima plant but caused no damage.

Japan sits at the junction of four tectonic plates and experiences a number of relatively violent quakes every year.

Malaysia will return the body of the half-brother of North Korea’s leader, the country’s deputy prime minister said Thursday, as police probing the airport assassination arrested a second woman.

South Korea says female agents working for Pyongyang poisoned Kim Jong-Nam as he readied to board a flight on Monday.

North Korea has made no comment on the killing, but its diplomats objected to an autopsy Malaysian investigators carried out, a senior official said.

A woman with an Indonesian passport was taken into custody overnight, a police statement said, and was being quizzed along with a 28-year-old Vietnamese woman detained on Wednesday.

The two women were arrested separately by detectives trying to get to the bottom of the murder of Kim Jong-Nam, the estranged playboy brother of Kim Jong-Un.

The portly 45-year-old had some kind of liquid sprayed in his face after being set upon by two women, Malaysian police have said.

He was rushed to hospital suffering from a seizure, but was dead before he got there.

CCTV images that emerged in Malaysian media, purportedly of one of the suspects, showed an Asian woman wearing a white top with the letters “LOL” emblazoned on the front.

Several more arrests were expected throughout the day, Deputy Inspector-General of Police Tan Sri Noor Rashid Ibrahim told Malaysian news agency Bernama.

Officers had obtained a seven-day remand order for the first suspect, named as Doan Thi Huong, and for 25-year-old Indonesian passport holder Siti Aishah, Selangor state police chief Abdul Samah Mat told AFP.

Police also arrested a Malaysian man who led them to the second woman and was now helping with investigations, Abdul Samah added.

– Reports of defection –
Kim’s body was Thursday being held at Kuala Lumpur Hospital following an autopsy, the results of which have not yet been released.

Malaysia’s deputy prime minister told reporters he believed North Korea had put in a request to claim the body through the police and the hospital, and that Malaysia was ready to comply.

“We will facilitate the request by any foreign government although there are procedures to be followed. Our policy is that we have to honour our bilateral relations with any foreign country,” Ahmad Zahid Hamidi told reporters.

The killing would not affect ties between the two nations, he added.

But police chief Abdul Samah said no request had been received and an official at the morgue said they had no indication of who would claim the body.

When North Korea protested the post-mortem examination, “we told them to follow Malaysia’s laws”, a senior official involved with the case told AFP.

North Korean embassy officials were seen visiting the hospital’s forensics department in a diplomatic vehicle on Wednesday afternoon and again overnight.

If confirmed, the assassination, which analysts said could have been ordered over reports Kim was readying to defect, would be the highest-profile death under the watch of the North’s young leader Kim Jong-Un.

Jong-Nam was the eldest son of Kim Jong-Il, but on his father’s death in 2011 the succession went to Jong-Un, who was born to the former leader’s third wife.

The first-born had at one time been set to assume the leadership of his isolated country, but fell out of favour after an embarrassing attempt to get into Japan on a fake passport in 2001.

He has since lived in exile, with much of his time spent in the gambling enclave of Macau, where he was believed to have enjoyed some protection from Chinese security forces.

Known as an advocate of reform in the North and believed to have ties with Beijing’s elite, Jong-Nam once told Japanese reporters that he opposed his country’s dynastic system.

Reports of purges and executions have emerged from Jong-Un’s North Korea in recent years, as the young leader tries to strengthen his grip on power in the face of international pressure over his country’s nuclear and missile programmes.

NAN reports that the benefiting communities are Okutia, Ukpe, Betia, Ohon, Bebwagbon, Ikwumukera and Pan New Layout. Dr Peter Ogban, a leader in Okutia community, told NAN on Sunday that the governor had fulfilled one of his campaign promises to the community.

According to him, the transformers would improve power supply and boost economic activities in the area. “We have been living in darkness for a long time. This transformer is like a new born baby to us and we will protect it.

“I must commend our governor, for fulfilling his promise to improve electricity supply in this community,” he said. A traditional head in Betia community, Mr Ashipu Adie, said that electricity was essential for community development.

Adie thanked the state government for choosing the community as one of the beneficiaries of the gesture.

Mr Solomon Ubi, the Youth Leader of Ohon community, said constant power supply in the area would encourage the youths to engage themselves in meaningful ventures to generate income.

“Power supply is very crucial to the development of any society. “I can assure you that when this transformer is connected to the grid, our young men and women will engage themselves in profitable ventures,” he said.

US President Donald Trump said Friday he is considering drafting a new order to ban migrants from majority-Muslim nations after his initial decree fell afoul of the law.

Insisting that he has the law on his side despite two defeats in federal court in quick succession, Trump said security concerns may necessitate a quicker response than legal channels would allow.

“The unfortunate part is that it takes time statutorily, but we will win that battle. We also have a lot of other options, including just filing a brand new order,” he said, adding that any action would not come before next week.

The statement represents an embarrassing climbdown for Trump, who has insisted that the order was well drafted and who has nevertheless vowed to fight on in the courts.

“We need speed for reasons of security, so it very well could be,” Trump said when asked if his plan was to have a new measure drafted.

Trump said Friday at a joint press conference with visiting Japanese Prime Minister Shinzo Abe that as president, he has learned of “tremendous threats to our country.”

“We’ll be going forward and continuing to do things to make our country safe. It will happen rapidly,” he told reporters.

“We will not allow people into our country who are looking to do harm,” he said. “We will allow lots of people into our country that will love our people and do good for our country.”

– ‘Whatever is necessary’ –
Trump’s executive order issued in late January summarily denied entry to all refugees for 120 days, and travelers from Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen for 90 days. Refugees from Syria were blocked indefinitely.

The White House has not provided any evidence to support Trump’s view that a ban on travelers from the seven countries was urgently needed.

An appellate court decided unanimously on Thursday to maintain a block on Trump’s order put in place by a lower court judge a week before.

The debacle has raised questions about the competence of Trump’s White House in working through the practical and legal implications of the order.

The property mogul-turned-president was forced to sack the acting attorney general — an Obama administration holdover — after she refused to defend the order.

After first suggesting a quick appeal to the Supreme Court was off the table, US officials reversed course, insisting a legal challenge had not been dropped, including a possible motion to the high court.

“We’re keeping all our options open,” one official said.

Nevertheless, an appeal on the temporary freeze in the lower courts now seems unlikely.

Earlier Friday, Trump vowed to do “whatever is necessary to keep our country safe.”

“We’ll be doing something very rapidly having to do with additional security for our country. You’ll be seeing that sometime next week,” the president said.

“In addition we will continue to go through the court process, and have no doubt we’ll win that particular case,” he said.

– ‘Disgraceful’ –
The measure — given with no notice — set off detentions of incoming travelers, protests at airports and international condemnation until a federal judge in Seattle stepped in and suspended the order a week later.

In upholding the suspension, the US court of appeals in San Francisco said Thursday the government had provided no evidence that any alien from the countries named in the order had carried out a terrorist attack on US soil.

“We hold that the government has not shown a likelihood of success on the merits of its appeal, nor has it shown that failure to enter a stay would cause irreparable injury,” the three-judge appellate panel ruled.

Trump’s initial reaction came minutes later on Twitter: “SEE YOU IN COURT, THE SECURITY OF OUR NATION IS AT STAKE!”

He followed up early Friday with a tweet calling the court’s ruling “a disgraceful decision!”
