The UN’s World Food Programme said two of its Malaysian staff left North Korea Thursday after Kuala Lumpur and Pyongyang banned each other’s citizens from leaving their countries in a row over the murder of Kim Jong-Nam.

“WFP confirms that two WFP staff of Malaysian nationality have left DPR Korea and arrived in Beijing today,” the UN agency said in a statement.

“The staff members are international civil servants and not representatives of their national government. They work on WFP’s programmes in DPR Korea,” it added.

North Korea and Malaysia Tuesday banned each other’s citizens from leaving their countries, with Kuala Lumpur saying its nationals were effectively being held “hostage”.

Pyongyang and Kuala Lumpur had unusually strong links for years, but ties have rapidly deteriorated in the weeks since two women, who have been charged with murder, wiped a deadly chemical on Kim’s face.

Malaysia’s prime minister Najib Razak on Wednesday ruled out severing ties with North Korea and said his government would seek to negotiate to secure the release of Malaysian citizens in North Korea.

The Malaysian foreign ministry said 11 of its citizens were currently in North Korea — three embassy staff, six family members and two who work for the UN’s World Food Programme.

In a statement posted in both Malay and English, Najib said on Facebook: “Two of our citizens under the UN World Food programme were allowed to leave Pyongyang. Stella Lim and Nyanaprakash Muniandy have both safely arrived in Beijing.”

Malaysia did not have a hand in securing the release of the two UN staff, a senior government official told AFP.

“They carry UN laissez-passer documents,” he said.

Seoul has blamed Pyongyang for Kim’s assassination, and Kuala Lumpur wants to question several North Koreans, although the only one it has arrested so far was released last week for lack of evidence.

An autopsy revealed that VX nerve agent, a substance so dangerous it is classed as a weapon of mass destruction by the UN, was used to kill Kim.

The diplomatic dispute erupted last month when police rejected North Korean diplomats’ demands to hand over Kim’s body.

The North has never confirmed the identity of the dead man, but has denounced the Malaysian investigation as an attempt to smear it.

Kuala Lumpur announced the expulsion of the North’s ambassador over the weekend and Pyongyang retaliated in kind.

A girl thought to be aged just 10 died after the suicide vest she was wearing exploded in northeast Nigeria, a civilian vigilante said on Tuesday, as another attack killed one at a mosque.

Musa Ahmad, who works with the military against Boko Haram Islamists, said the incident happened at about 11:30 am (1030 GMT) in Banki, near the Cameroon border in Borno state.

“A girl of around 10 came by the military barracks and was trying to cross the road into the IDP (internally displaced persons) camp,” he told AFP.

“She was asked to stop by soldiers. But she ignored them. They threatened to shoot her if she didn’t stop. She obeyed and she was asked to lift up her hijab.

“She did and explosives were found to be strapped on her. Suddenly she pulled on the trigger and exploded.”

No-one else was injured, said Ahmad, who added it was the second attempt on the camp in recent weeks.

On January 18, a young woman and a teenage boy were shot when they refused to stop for a search and exploded just outside the camp, he added.

The vigilante suggested the attempted bombings were a way of Boko Haram “trying to hit back” after recent military operations against them in the area.

Banki, which is 133 kilometres (80 miles) by road southeast of the Borno state capital, Maiduguri, is currently home to thousands of IDPs.

In April last year, at least seven people were killed at the camp in a suicide bomb attack carried out by two women.

Boko Haram has frequently deployed young women and children as suicide bombers to target crowded places such as mosques, markets and bus stations.

On Tuesday, at least one person was killed when a suicide bomber exploded at a mosque at Dalori, on the outskirts of Maiduguri, during morning prayers, residents and the authorities said.

Shuaibu Abubakar said the blast happened at about 5:30 am (0430 GMT) as a suicide bomber tried to enter the place of worship.

“One of the worshippers, who was apparently on guard, grabbed him and the explosives went off, killing both of them. Worshippers were saved,” he said.

Tens of thousands of people displaced by the conflict are currently living at two camps set up at Dalori.

On January 30 last year, at least 85 people were killed when militant fighters stormed and torched Dalori, sending local residents fleeing into the bush.

Chicago – A 12-year-old girl was among six people shot on Wednesday night during a vigil in Chicago for a gunshot victim, local media said.

The Chicago Tribune reported that the shooting comes a day after U.S. President Donald Trump threatened federal intervention to tackle gun violence in the city.

The shooting occurred at a restaurant in the Greater Grand Crossing neighborhood, where people were gathered to mourn the death of Jamayah Fields, 20, who was shot and killed on Monday.

A gang found out about the memorial event on social media and targeted someone who was attending, community activist Jedidiah Brown told the newspaper.

The six people shot were all being treated at local hospitals, a Chicago Police Department spokesman said.

A 16-year-old boy shot in the neck was in serious condition.

The other five were stable, including the 12-year-old girl who suffered a graze wound to her head.

No one was in custody for the shooting, the spokesman said.

Chicago, with a population of 2.7 million, registered more shootings and homicides last year than any other U.S. city, according to FBI and Chicago police data, and its murder clearance rate, a measure of solved and closed cases, is one of the country’s lowest.

Trump said on Tuesday he would “send in the Feds” to quell the “carnage” of gun violence in the city if local officials failed to curb the murder rate on their own.

SGF: Senate’s document faults Buhari

Six of the nine members of the Senate Ad-Hoc Committee on the Humanitarian Crisis in the North-East signed the report of the committee that indicted Secretary to the Government of the Federation, Mr. Babachir Lawal, investigations have revealed.

The report contradicts President Muhammadu Buhari’s claim that only three senators signed the report, a claim he used in justifying his refusal to act on the Senate indictment of Mr. Lawal.

President Buhari had in a letter to Senate President, Dr. Bukola Saraki read on the Senate floor alleged that he could not act on the committee’s report, saying it was not endorsed by a quorum and also claimed that Lawal was not given the opportunity of fair hearing.

The three senators he named as signatories to the committee report were Senators Solomon Adeola, Yahaya Abdullahi, and Isaac M. Alfa.

Senator Shehu Sani, chairman of the committee, had immediately after the letter was read on the floor debunked the claim, saying that the letter which also alleged that Lawal was not given fair hearing was full of lies.

A copy of the committee report obtained by Vanguard yesterday showed that four other senators including the committee chairman, Senator Sani signed the report. The others who endorsed the report were Senators Ben Murray-Bruce, Tayo Alasoadura, and Mallam Ali Wakili.

Only three of the 10 members of the committee did not sign the report. They are Senators T.A. Orji, Oluremi Tinubu, and Mohammed Hassan.

Asked if he signed the report or if his signature was forged on the report, Senator Murray-Bruce told Vanguard yesterday that he signed. “I signed,” the Bayelsa senator said in a text message to Vanguard.

Also responding, Senator Tayo Alaosadura, said, “I signed. The seven signatures are all genuine.”

Buhari in his letter had said:

“The review of the interim report shows that the interim report was only signed by only three out of the nine members namely Senator Solomon Adeola,  senator Yahaya Abdullahi, and Senator Isaac M. Alfa

“The signing of the interim report by three out of 9 members of the committee makes it a minority report of the Senate committee and not a committee report being an interim report. Thus, presenting a challenge for the presidency to determine the weight to attach to the report as currently presented.

Senator Sani while responding had said:

“I have a copy of the interim report which was initially signed by seven members of the nine members of that committee. Even if it is nine and then three people signed, we still have a quorum.”

KADUNA — The Northern Governors’ Forum, NGF, has resolved to work with relevant stakeholders to secure Nigeria’s borders and register Fulani immigrants entering into the country to rear cattle, noting that most of the herdsmen involved in issues of insecurity are immigrants from Senegal and Mali.

Chairman of the Forum, Mr Kashim Shettima of Borno State, disclosed this to journalists at the end of the forum’s meeting in Kaduna State, yesterday.

According to him, “we also mapped out new strategies that would be used by the local Fulani herdsmen to rear their cattle without having to move across the country.”

Shettima emphasised the need for every Nigerian to see security as his or her business, pointing out that the nation would remain backward if there was no peace.

On the indigene/settler dichotomy, the governor said there was a push by the forum towards national integration and cohesion so that every Nigerian could conveniently settle in any part of the country without suffering any form of discrimination.

“Some of the past governors of Kano State, like the late Sabo Bakin Zawo, from Niger and Ibrahim Shekarau, from Borno, were not indigenes technically, but were assimilated and even attained the highest office in Kano,” he said.

He acknowledged that the country was experiencing lots of challenges, particularly in Northern region, but expressed optimism that things would get better.

The joint meeting, which had northern traditional council of emirs and chiefs in attendance, discussed issues of insecurity, the management of common assets and measures to move the region to greater heights.

THE Roman Emperor Pliny is often quoted to have observed that “out of Africa, there is always something new”. We can take liberties with this position and say that out of the state of OSUN in Nigeria’s South west we have seen a host of policy thrusts and initiatives now been adopted at the centre.

Recent examples include the launch nationwide of the conditional cash transfer which is aimed at tackling long term structural poverty. We also have the free schools feeding programme through which the state government has provided nutritious school meals to thousands of its students. In the case of the school meals programme, there is a clear economic synergy. The programme is interwoven to increase food production and thereby elevate living standards in the rural economy. These programmes  represent a fundamental social advance. They are also one of the few evidence available of the provision of ” a dividend of democracy”. For a change,to paraphrase a lyric from the sixties rock band The Christians, there is now the making of a harvest for the people. And about time too!

Much of the policy thrusts came out of the seven points agenda, the manifesto upon which the present governor of the state Rauf Aregbesola was elected. However, in the implementation of the agenda, the fingerprints of a coordinating agency of the state government – The Bureau of Social Services,BOSS,which the Aregbesola government specifically set up as a special purpose vehicle can be detected in these path breaking social intervention thrusts.

The eponymous BOSS is in itself coordinated by a Director- General, Femi Ifaturoti,a lawyer who is propelled by a philosophical belief in social intervention policies as a decisive element in the execution of the social contract which binds government with the people.

Under his beady eye, the agency has developed the framework to carry out its overarching responsibility to supervise, monitor, evaluate and report the performance of all the heads of Ministries,Departments and Agencies, MDAs. A key mechanism used by the coordinating bureau has been the design and implementation of a framework for public value assurance.

The task requires paying meticulous attention to details. They have set the parameters for determining good governance which includes embracing democratic principles, developing apparatus and implementation, and finally ensuring that all the components stay on course to guarantee public service delivery which can only be measured by its impact on the off- takers which is defined as the citizens.

The quasi-independent agency of government is not just involved in project monitoring, but also measures the social impact of the activities of government. Its evaluation unit for example, can apply its performance measurement templates as evaluation parameters.

In the process they have developed the framework for the Federal government to use as a prototype for its social intervention programmes.

A good example here is the federal government’s conditional cash transfer which is aimed at tackling long term poverty and is just taking off. The BOSS model pioneered in the state of OSUN has a prototype which drives the beneficiary. This is achieved by the design of a targeting mechanism in conjunction with the custody of a Beneficiary register for all the social safety net programmes in the state.With the country belatedly developing social safety net programmes, the data base is crucial for effectiveness, efficiency and transparency. The work of BOSS in OSUN state has provided for the federal government a veritable framework.

As the federal government commences the disbursements of N5000 stipends to poor and vulnerable households in nine states, the BOSS model has been pressed into play. The pioneering work done in the state of OSUN is now the operating model. Of note is the development of the community- based targeting, CBT, mechanism.

The CBT exploits the personal knowledge that community members have of each other, so that the community itself takes responsibility for identifying vulnerable households and individuals. The CBT approach is a combination of three major actions (a) geographic targeting (b) community sensitisation (c) data collection and validation(proxy means and testing) exercise and entry into the database.

The same data driven methodology propels other initiatives such as the much admired school meals programme. Apart from the federal government, Kaduna state is also using this mechanism as a social intervention programme.

The BOSS himself(the pun is intended) Femi Ifaturoti through this agency has demonstrated, not least to donors such as the World Bank that a social intervention agency can  effective in delivering on its  objectives, but that it can also be transparent. It is a testimony to the on going debate in economic circles about government as social entrepreneur and innovator.

From this perspective, Femi Ifaturoti is adamant that government can be both innovator and social entrepreneur,  “Governance after all, is about the welfare of the generality of the public. We are acquiring appropriate world class software to complement our process flow which has been designed as a hybrid, borrowing from the western, oriental and African democracies to evolve our own unique forms”.

As the country initiates more social programmes, BOSS will continue to be pivoted having initiated and pioneered so many schemes.It deserves a credit in the evolution of Nigeria’s social safety nets.

LAGOS — Chairman of Transcorp Group and United Bank for Africa, UBA, Mr Tony Elumelu, has said Nigeria’s power sector will soon collapse if urgent action was not taken.

Elumelu told CNBC Africa: “The agency of government that is responsible for making sure that this sector delivers on its potential is not doing well enough. We are owed a lot of money.

“Transcorp Power Holdings is owed almost N50 billion. When we put in the invoice for this month, we should be owed almost N54 billion or N55 billion. How do you survive in business like this, how? Other GenCos I know are actually dying.

“We are struggling because of our diversified resource base, what of others? Something urgent and drastic must be done. It is as urgent as yesterday. The truth is that Transcorp Power, as a key operator in the sector, is struggling. And if we are struggling, you can imagine what others are going through.”

He went on to ask the government to allow it generate its own gas, adding: “Where we are located, we are sitting on a lot of gas.”

According to Elumelu, the government started owing Transcorp when a dollar was N168, but may now pay back (in naira) when the dollar goes for 300 to N500, a massive depletion of value to shareholders.

“Now, you put in an invoice and you get paid 15-20 percent. And they started owing us when the naira was N168 to the dollar. Today, it’s N300 officially and N500 on the black market to the dollar so imagine the depletion, the erosion of value to shareholders of Transcorp.”

“Is that going to encourage more investment in the sector, how? We are all living on borrowed time.”

He explained that Transcorp was negotiating with GE to bring in turbines worth $500 million, but had to shelve the plan because the company could not secure the necessary foreign exchange for the deal.

“When we went to invest in the power sector, price of the tariff was predicated on three factors, exchange rate, gas and rate of inflation. The rate of inflation has moved from single digits to double digits.

“The dollar is now worth over N300 and there are problems with gas supply. Today, all three factors have changed but they are still paying us the same.

“In addition to that, you are owing us and we all understand the time value of money. Transcorp power, you owe us about N50 billion. If you pay that money today, it would have more value,” he added.
