Osinbajo to continue acting for Buhari (Read full details)

http://ift.tt/2mIs65Q

President Muhammadu Buhari, who returned to Nigeria on Friday after medical leave, said he will leave his deputy in charge for the time being and not immediately resume power.

The 74-year-old said Vice President Yemi Osinbajo “will continue” in the role of acting president “and I will continue to rest”. No timeline was given for how long Osinbajo would be in charge.

But Buhari’s aide on digital communication, Tolu Ogunlesi said the president only “joked that he deliberately came back on a Friday so Osinbajo can continue working and he (PMB) can have a few more days to rest.”

But it is not clear when Buhari will return fully to work.

More details to come.

Kim Jong-Nam sought North Korea reform…Read full details

http://ift.tt/2lqw0Qh

(FILES) This file handout photo taken on August 19, 1981 and released to AFP in 2000 shows North Korean leader Kim Jong-Il (sitting-L) with his son, Kim Jong-Nam (sitting-R), for a family portrait in Pyongyang.<br />The half-brother of North Korean leader Kim Jong-Un, who has been murdered in Malaysia, pleaded for his life after a failed assassination bid in 2012, lawmakers briefed by South Korea's spy chief said on February 15, 2017. The assassinated half-brother of North Korea’s leader Kim Jong-Un was a courageous man who sought to reform his country, a Japanese journalist who wrote a book about him said Friday.

Kim Jong-Nam, who was killed Monday at Kuala Lumpur’s international airport, had regularly corresponded with Tokyo Shimbun senior writer Yoji Gomi.

“Even if it put him in danger, he wanted to tell his opinions to Pyongyang through me or other media,” Gomi told reporters.

Gomi also said that Kim told him he had never met his younger half-brother who succeeded their father Kim Jong-Il and allegedly ordered his assassination, sending female agents to poison him, according to South Korea.

Gomi’s relationship with Kim began when he spotted him at Beijing’s international airport in 2004.

They began to regularly exchange emails in 2010. Gomi also interviewed Kim in Macau and Beijing in 2011 for a total of seven hours.

The last contact was via an email received in January 2012, just weeks after the death of Kim’s father.

Gomi said that Kim wanted North Korea to carry out economic reforms similar to those pursued by China from the late 1970’s.

“He said that the only way that North Korea could survive would be to go through the series of reforms and liberalisation that China had carried out,” Gomi said.

“He was critical of the system that was in place in North Korea,” Gomi added.

“He said that power should not depend on hereditary succession. That was not appropriate for a socialist society. The leader should be selected through a democratic process.”

He did say, however that at their first meeting, in Macau in January 2011, Kim was visibly nervous, sweating and fidgeting.

Gomi also said he found Kim to be a polite “intellectual” with a sense of humour, unlike his reputation as a playboy gambler, though he acknowledged he enjoyed drinking, especially in Tokyo’s fancy restaurants.

“He said that there he was able to enjoy singing and drinking alcohol with South Koreans, North Koreans and regular Japanese people, and he said he hoped that someday walls throughout the world would disappear like that.”

Kim is often remembered for a failed attempt in 2001 to enter Japan on a forged passport to visit Disneyland.

He was expelled in an incident that was widely seen as an embarrassment for his father and may have scotched his hopes of succeeding him as the first-born son.

But Kim told Gomi he did not believe that was the reason behind his father’s decision.

In his book, Gomi quoted Kim as saying that his father grew angry and distant after he advocated reform.

NATO starts anti-IS bomb training in Iraq

http://ift.tt/2kGnQTD

NATO: PHOTO: AFP

NATO has begun training Iraqi soldiers on how to neutralise bombs planted by the Islamic State jihadist group, the alliance said Sunday, expanding a programme already in place in neighbouring Jordan.

About thirty soldiers are taking part in the first five-week course on countering the deadly improvised explosive devices (IEDs).

Since last month, NATO advisers in Iraq have been overseeing courses on civil-military cooperation and overhauls of security institutions.

But until now, training of Iraqi forces in areas such as de-mining and ordnance disposal has taken place in Jordan.

“The best weapon we have in the fight against terrorism is to train local forces”, NATO Secretary General Jens Stoltenberg was quoted as saying in a statement from the alliance.

“A more effective Iraqi military means a safer Iraq, and a more stable Middle East.”

Alliance members had agreed to the expanded training at their summit meeting in Warsaw last July.

Since October, NATO has also deployed its AWACS surveillance planes in the region to bolster the US-led coalition fighting IS, a move also decided at the Warsaw summit.

The planes are one of the few concrete assets that NATO has, with most of its military hardware belonging to individual member states.

AFDB approves $155 million loan for Nigeria’s power sector

http://ift.tt/2kOauBt

African Development Bank, Headquarter, Abidjan, Ivory Coast.

The Africa Development Bank (AfDB) says it has approved a loan of 155 million dollars for Economic and Power Sector Reform Programme (EPSERP) in Nigeria. A statement by Fatimah Alkali, Senior Communications Officer of AfDB in Abuja on Friday said that the loan became effective in October, 19, 2012.

Recent media reports had indicated that there might be a face-off between the Senate and the Federal Government on plans to secure a facility of 174 million dollars from AfDB.

The media reports also revealed that part of the security for the loan was the handing over the management of Transmission of Company of Nigeria (TCN) to AfDB.

The reports hinted that AfDB would second three of its staff to take over the management of TCN for six months and would terminate the appointment of current management of TCN.

To this end, the AfDB, in its statement, said that the appointment of the management TCN was a prerogative of the Nigerian authorities and not that of AfDB

It stated that the loan was aimed at improving power systems, business environment and sustaining growth through sound macroeconomic policies and budget priorities. AfDB said the amount was fully disbursed in two tranches on March 1, 2013 and December 21, 2015, respectively.

According to the statement, the programme was designed to benefit the entire population of Nigeria in terms of extended access to more reliable supply of electricity at reduced rate.

“The EPSERP will have a major positive impact on the private sector through the substantial reduction in the cost of doing business for all economic sectors, particularly in the formal and informal manufacturing and service activities which are seriously constrained by the power supply gaps.“

AfDB also said that the bank had also released one of its staff to support the government in its power sector reforms programme for 12 months on September 19, 2016

It said it was committed to assisting Nigeria to achieve the objectives of its reforms in the power sector in accordance with the priorities already approved by the authorities.
