OWERRI—The controversial anti-media Bill, which has scaled the second reading in the Imo State House of Assembly, may have hit a brick wall, as some of the alleged co-sponsors have distanced themselves from the process.

The Deputy Speaker and chief sponsor of the Bill, Mr. Ugonna Ozuruigbo, added the names of Ikechukwu Amuka (Ideato South); Lugard Osuji (Owerri Municipal); Mike Iheanaetu (Aboh Mbaise); Kenneth Agbim (Ahiazu Mbaise); Lawman Duruji (Ehime Mbano); Chinedu Offor (Onuimo); Victor Onyewuchi (Owerri West) and Uche Oguwuike (Ikeduru) as co-sponsors.

The other lawmakers who were branded co-sponsors included Bruno Ukoha (Ezinihitte Mbaise); Ngozi Obiefule (Isu); Uju Onwudiwe (Njaba); Chukwuemeka Lloyd (Owerri North); Kennedy Ibe (Obowo); Uche Ejiogu (Ihitte Uboma); Emmanuel Orie (Ohaji/Egbema); Henry Ezediaro (Oguta) and Chidi Collins (Isiala Mbano).

However, contrary to the content of the draft copy of the Bill, some of the alleged co-sponsors have distanced themselves from the document, when Vanguard sought to know their position on the Bill.

Although the lawmakers opted to speak incognito, they were however, in agreement that the Deputy Speaker acted alone.

“Honestly, I am not part of this plot to gag the press in Imo. I never knew about the Bill or acquiesced to being a co-sponsor. The spirit behind the Bill is obnoxious and should not find any place in a democracy”, the lawmaker said.

While wondering why anybody should, through the  legislature, stop the free flow of information in Imo State, the lawmaker equally reasoned that “if passed into law, it will provide a very fertile ground for bad governance”.

Some others, who were reached on their mobile telephone lines, also denied knowledge of the conception and presentation of the Bill.

Asked to explain how and why their names were surreptitiously included as co-sponsors, one of the respondents said: “The chief sponsor may have done it in good faith but I expect that since the Bill is generating a lot of heat, Ozuruigbo will take another look at the document and possibly retrace his locus”.

Answering another question, the lawmaker wondered how anybody can fight the media and successfully come out of the battle unscathed.

“Can we, in all honesty, engage the media in a battle and come out of it unscathed? My dear, I am not party to this contraption”, the lawmaker said.

David Bowie posthumously won two Brit awards on Wednesday in an emotional London ceremony which also saw tributes paid to the late George Michael.

Superstar Bowie won both the categories he was nominated for, picking up awards for British male solo artist and best album for “Blackstar” at the ceremony in London’s O2 Arena.

Becoming the first artist to win posthumously at the Brit Awards, he beat Mercury Prize winner Skepta and Michael Kiwanuka to the two awards among other nominees.

Accepting the best album award on behalf of his late father, film director Duncan Jones dedicated it to “all the kooks” and spoke of Bowie’s support of unusual people.

Scottish artist Emeli Sande, who also performed at the arena, was named British female solo artist.

Nearly five years after shooting to fame with performances at the 2012 London Olympics, she scooped the prize ahead of Anohni, Ellie Goulding, Lianne La Havas, and Nao.

The British group statuette went to The 1975, a quartet from Manchester, northwest England, who swept aside Radiohead, Biffy Clyro, Bastille and Little Mix.

– George Michael remembered –
The ceremony was tinged with sadness as stars paid tribute to Wham! singer Michael, who died on Christmas Day last year aged 53.

His former bandmate Andrew Ridgeley gave a moving tribute, alongside pop duo Pepsi & Shirlie, which was followed by a performance of Michael’s “A Different Corner” by Coldplay frontman Chris Martin.

Leonard Cohen, who died in November aged 82, and Prince whose death at 57 last year shocked the music world, both featured in a video of people in the industry who died during 2016.

Coldplay lost out in the British single category, which went to Little Mix for their catchy “Shout Out To My Ex”. The win was the first Brit award for the four-strong female group, whose performance opened the night.

The British breakthrough act award went to singer-songwriter Rag’n’Bone Man, beating hopefuls Anne-Marie, Blossoms, Skepta and Stormzy.

One Direction won the British artist video of the year for “History”, winning against a lengthy list of nominees including Adele — who was given a global success award during the ceremony.

– Diversity among nominees –
This year’s Brit Awards had sought to give greater recognition to minority artists after a backlash last year, prompting a shake-up of the judging panel and many more black nominees.

Drake won the international male solo artist category, seeing off nominees Bon Iver, Bruno Mars, Leonard Cohen and The Weeknd.

The world’s top-selling artist last year, Drake won two Grammys earlier this month and complained he had been pigeonholed as a rapper because he is black.

Beyonce claimed the title of international female solo artist — up against Christine And The Queens, Rihanna, Sia and Solange — following disappointment at the Grammys where she won just two of nine nominations.

Hip-hop pioneers A Tribe Called Quest were named best international group, beating Drake & Future, Kings Of Leon, Nick Cave And The Bad Seeds and Twenty One Pilots.

But hopes of a breakthrough across the board were dashed by Bowie, who beat four nominees from a non-white background in the male solo artist category.

Ahead of the awards ceremony Skepta praised the greater diversity among the nominees, having criticised the Brits last year.

“But this year it’s all incredible man, it’s all good things,” he told BBC television.

Brit Awards chairman Jason Iley wrote in The Times on Wednesday that “from pop to indie, grime to rock, the nominations represent a fantastic varied roll call of talent and a showcase for what’s happening in music right now”.

The ceremony ended with a performance by Robbie Williams, whose career was recognised with the icon award.

The British-Iraqi architect Zaha Hadid, who died in March, designed the new statuettes that were received by this year’s winners.

The British music industry contributed £4.1 billion ($5.1 billion, 4.8 billion euros) to the UK economy in 2015, and British artists accounted for one of every six albums purchased worldwide.

‘Anybody could be a refugee’: Ai Weiwei films global crisis

Chinese dissident artist Ai Weiwei has a message for US President Donald Trump, Europe’s populist right and those who would shut their national borders to migrants and refugees.

“A refugee could be anybody. It could be you or me,” he said, pointing at past wars and an increasingly uncertain world order. “The so-called refugee crisis is a human crisis.”

Over the past 12 months, Ai and his film crews have visited migrant and refugee hotspots across 22 countries, from the US-Mexican border badlands to the Turkish-Syrian frontier and crowded holding camps on Greek islands.

Now back in his Berlin studio, Ai talked to AFP about the result of his tour de force, the epic documentary project “Human Flow”, set for global cinema release in the late northern summer of this year.

“The issue really needs to be understood better by the people who are privileged to still have peace,” the 59-year-old said.

“Peace is always temporary. No-one can be guaranteed to always have peace.

“If you look at the world’s condition today, war still can happen at any moment, there is such uncertainty about our politics, and so many unanswered questions.”

– ‘Boat not full’ –
Ai said he viewed US politics now as “quite sad, quite disturbing … in many ways going backwards”, pointing at Trump’s comments that label entire “groups of people as terrorists or drug dealers”.

The subject of migrants and refugees, and how many a society can and should accept, is being discussed across the western world, but Ai is characteristically uncompromising.

To those who say the boat is full, he replies simply that “the boat is never full, only our heart is full”.

Ai said he has looked with dismay at the Trump presidency, the US entry ban on Syrian refugees, the attempt to deny visas to citizens of seven mainly Muslim nations, the pledge to build a wall with Mexico and invoke mass deportations.

In the United States, he said, everyone except the native Americans is either a migrant or a descendant of a migrant.

“I went to the Mexico border twice and I purposely crossed the area where Trump is going to build the wall,” he said.

“I talked to those people on the Mexico side, just trying to understand who are they, why they want to be on the other side.

“Both sides need each other. It’s not just Mexicans who need the United States, the states bordering Mexico equally depend so much on the low-cost labour.”

– ‘Secret detention’ –
Ai has staged several high-profile exhibitions on the mass flight of people from Syria and other trouble spots to Europe, often on dangerous Mediterranean crossings.

Last year he decked out the columns of Berlin’s Konzerthaus with 14,000 orange life jackets from the Greek island of Lesbos. In Florence, he hung 22 red rubber dinghies from the facade of a Renaissance palace.

Ai said his personal history has shaped his interest in human flight and displacement.

“When I was young, my father was exiled,” he said about the poet Ai Qing, who fell out of favour with Mao Zedong’s regime.

“We had to move to a very remote area in China and I grew up in kind of military camps,” recalled Ai.

“So I am very sensitive to people forced by different reasons – it could be political, war, famine, environmental problems — to seek, willingly or unwillingly, new locations and possibilities.”

In a sense, he too feels like a refugee.

Having helped design Beijing’s Bird’s Nest Olympic stadium, he later drew the wrath of the state for his outspoken activism.

Ai was detained for 81 days in 2011 and then had his Chinese passport confiscated for four years. Many of his fellow activists have been jailed.

“I was in China but now I am being almost forced out of China because all those lawyers are still in jail and all those people I know are still in secret detention,” he said.

“I have been put in the same kind of situation and it’s very possible it can happen to me again,” said Ai. “This is the reality.”

A performance by Katy Perry at the Brit Awards on Wednesday saw skeletons wearing outfits matching those of US President Donald Trump and his British counterpart Theresa May.

Pop superstar Perry took to the stage at London’s O2 Arena to perform “Chained To The Rhythm”, surrounded by dozens of white houses.

She was joined on stage by puppeteers carrying two huge skeletons dressed in outfits similar to those worn by Trump and May during their meeting in Washington last month.

The British premier faced criticism at home for becoming the first foreign leader to meet Trump at the White House, hours before he announced a ban affecting all refugees and anyone from seven Muslim-majority countries.

At the Brit Awards one skeleton wore a dark suit and red tie, while the other was kitted out as a woman in a red suit and matching shoes.

Their similarity to the world leaders did not go unnoticed, sparking a flurry of comments on social media.

The performance dominated the front page of British tabloid the Daily Star, with the headline: “Katy’s Brit of a horror show – Perry has a pop at Trump & May.”

The Mirror branded it a “controversial Brits performance” in which Perry “slams Theresa May”.

Perry was one of the top celebrity backers of Hillary Clinton’s unsuccessful presidential campaign and earlier this month wore a “Resist” armband during a performance at the Grammy Awards.

Harvard names Rihanna its humanitarian of the year

Rihanna may be best known as an R&B superstar, but on Wednesday she was named the 2017 Harvard University Humanitarian of the Year for her charity work.

The 29-year-old singer from Barbados will be given the award in person on campus on February 28, the university announced.

“Rihanna has charitably built a state-of-the-art center for oncology and nuclear medicine to diagnose and treat breast cancer at the Queen Elizabeth Hospital in Bridgetown, Barbados,” Harvard Foundation director S. Allen Counter said.

She has also set up a scholarship program, named after her grandparents, for Caribbean students studying in the United States, and supports efforts to give girls better access to education in the developing world.

“It is for these philanthropic initiatives and other acts of compassionate sharing that the students and faculty of the Harvard Foundation chose to honor Rihanna with the 2017 Humanitarian of the Year Award,” Counter said.

The singer joins an illustrious roster of past recipients that includes former UN secretary general Ban ki-Moon, Pakistani activist and Nobel Peace laureate Malala Yousafzai, and singer Lionel Richie.

Rihanna, whose full name is Robyn Rihanna Fenty, has sold more than 200 million records, won eight Grammy Awards and scored 14 number-one hits. She is also celebrated for her style and collaborates with Puma on a clothing line.

Court adjourns Patience Jonathan’s $15.5m case to April 3

A Federal High Court, sitting in Lagos, yesterday adjourned till April 3, the trial of suspects in the $15.5m allegedly belonging to former First Lady, Mrs. Patience Jonathan.

The defendants in the suit are Dr. Waripamo Emmanuel Dudafa, a former employee of Skye Bank Plc, Adedamola Bolodeoku and a lawyer, Amajuoyi Briggs.

The companies charged along with the defendants, had on November 13, 2016, pleaded guilty to conspiring to launder the said $15, 591, 700.

The firms are Pluto Property and Investment Company Limited, Seagate Property Development and Investment Company Limited, Trans Ocean Property and Investment Company Limited and Avalon Global Property Development Limited.

The Economic and Financial Crimes Commission (EFCC) arraigned the defendants on charges bordering on a 17-count of conspiracy, money laundering and fraud.

They were alleged to have conspired to retain over $15 million, which they reasonably ought to have known to be part of the proceeds of crime.

At the resumed trial, the prosecutor, Mr. Rotimi Oyedepo tendered some documents through a Deputy Manager in Skye Bank, Uche Obiakor, who had earlier given evidence on how the defendants opened accounts with the bank.

After listening to arguments from parties, the court adjourned the matter to April 3.

The two slipped down the inside the active volcano when their rope broke and reportedly suffered dehydration from the high temperatures.

They had been working just over the crater’s lip when the accident occurred, the government said on an official website.

Firemen used ropes and harnesses to climb down to save them.

Both men were in “good condition and stable,” the government said.

Masaya Volcano, located 20 kilometers (12 miles) south of Managua, features a lava lake and is a big draw for scientists and tourists alike.

Acting President Yemi Osinbajo yesterday sought the approval of the National Assembly for the issuance of $500 million Eurobond in the international capital market to fund the 2017 budget.

The Acting President, via a correspondence, read by Speaker Yakubu Dogara at the plenary session of the House of Representatives disclosed that Osinbajo sought the issuance of the Eurobond between February and March 2017, subject to market conditions, in order to meet the approved capital expenditure funding plan as specified in the 2017 budget.

In another development, Osinbajo yesterday said the time has come for Nigeria and the United States to deepen the long-standing relationship between the countries based on mutual trust.

The acting president spoke at the Presidential Villa, Abuja while receiving the Commander of the U.S.-Africa Command, General Thomas D. Waldhauser and the American Ambassador in Nigeria, Stuart Symington.

Symington said he had just concluded a visit to all the geo-political zones of the country and has concluded, “Nigeria is one of the greatest countries in the world with the potential to change the world.

Waldhauser explained that his visit to Nigeria at this time is about developing further “the friendship and trust that we have in common,” while also agreeing with Osinbajo that the brutality shown by the terrorists is “what we have never seen before.”

Meanwhile, Senate President Bukola Saraki yesterday said heads of ministries, departments and agencies of government (MDAs) that fail to defend their budget would be given zero allocation in the 2017 fiscal year.

Saraki urged those concerned to act within the extended period, warning that a few individuals could not delay the appropriation process by refusing to honour the invitations extended to them.

He, however, promised that the 2017 Appropriation Bill would be passed before the second week of March. The House of Representatives yesterday condemned the racist attack on Nigerians living in South Africa.

The House adopted a motion sponsored by Mrs. Rita Orji at a plenary that was presided over by Dogara. It resolved that a delegation be sent to the South African government to warn the people of the consequences of the attacks.

After around nine minutes, the Progress ship “separated normally” from the third stage of the Soyuz rocket and set off on a two-day trip to the ISS, Roscosmos said. It is due to dock with the orbiting station on Friday at 0834 GMT.

A Progress ship taking food and equipment to the ISS crew in December lost contact with mission control minutes after launch due to a malfunction during the separation of the third stage of the Soyuz rocket.

The spaceship then burned up in the atmosphere over a remote area of Siberia.

A commission appointed to investigate the malfunction concluded in January that it was caused by the break-up of the third stage engine, either due to “foreign materials” getting inside or an “assembly fault”.

Wednesday’s launch was the last ever for a particular modification of the Soyuz rocket that has been used since 1973 and has failed 22 times out of 788 launches, Roscosmos said.

Russia is currently the only country executing manned space flights to the ISS, which are carried out using Soyuz rockets.

The next manned launch to the ISS has been postponed until April 20 from late March, Roscosmos announced this month. The reason for the delay, which is not unusual, has not been made public.

Russia’s space industry had suffered a string of setbacks and launch failures in recent years, while corruption scandals have plagued its new space port in the Far East.

A former Minister of State for Defence, Senator Musiliu Obanikoro, has sued the Economic and Financial Crimes Commission (EFCC) at the Federal High Court, Lagos over the seizure and detention of his property.

The ex-minister and his family are seeking a court’s declaration that the forceful seizure of their personal effects constitutes a gross violation of their rights.

The applicants include Obanikoro’s wife Moroophat, his sons Gbolahon, Babajide and wife Fati. The applicants are praying the court for an order, setting aside the forceful detention of their properties on June 14, 2016.

They are demanding an “unreserved public apology”, as well as N100 million as general damages against the Commission. The applicants are also seeking an order restraining the EFCC from arresting, detaining or harassing them or entering their premises again to seize their properties.

EFCC claimed Obanikoro received suspicious payments from the Office of the National Security Adviser (ONSA) through companies linked to the family.

For instance, the Commission said that about $1million was transferred from the ONSA to Mob Integrated Services on March 18, 2015. But, the family, through their counsel, Mr. Lawal Pedro (SAN), said the documents and properties seized by the EFCC had nothing to do with the ONSA.

They claimed that the Commission violated Regulation 13 of the EFCC (Enforcement Regulation) 2010, which provides that it shall “apply and obtain” a court order to enter and search any premises.

However, EFCC has urged the court to dismiss the suit, insisting that it acted in accordance with the provisions of the law. Justice Abdulazeez Anka has fixed March 28 for ruling.

Meanwhile, Delta State Governor, Ifeanyi Okowa, has advised that for the ongoing Federal Government crusade on graft to be more effective, it should be free from all social, religious and political persuasions,

At an anti corruption summit in Asaba yesterday, Okowa noted that corruption is one of the most recurring discourses in the nation because, virtually every Nigerian agrees that it undermines the fabric of every aspect of our society.

Okowa called for the restructuring of the value system and for Nigerians so as to cultivate and imbibe the culture of selflessness in rendering services, especially in public offices.

Presently, he said that the Economic and Financial Crimes Commission (EFCC), the Independent Corrupt Practices and other related Offences Commission (ICPC), the Code of Conduct Bureau and the Code of Conduct

Tribunal, are in the forefront of the fight against corruption. According to him, greater success will be recorded in the crusade against corruption if the actions and practices of Nigerians are blind to all social, religious and political influences, insisting people’s actions must be civil and be such that engineers public confidence and participation if the battle is to be won.

He tasked Nigerians on the need to learn to service our needs and avoid the path of feeding our greed

Okays N32 billion for Kaduna bypass

The Federal Government has approved $3.9 billion (N12. 280 billion), sourced from the African Development Bank (ADB) for the construction of the Nigeria/Cameroon border link bridge at Ikot-Efiom in Cross River State.

The project is being funded under the bank’s support for improving relations between Cameroon and Nigeria following the International Court of Justice (ICJ) judgment, which ceded Bakassi to Cameroon.

The project covers ‎part of the ‎link road to between Enugu/Abakaliki highway, which is at an advanced stage of completion. It is also part of the larger Lagos/Mombasa highway.

Briefing State House correspondents after the weekly Federal Executive Council (FEC) ‎meeting presided over by Acting President Yemi Osinbajo yesterday at the Presidential Villa, Minister of Power, Works and Housing, Babatunde Fashola disclosed that $38 million is for the construction contract while $1.9 million is for consultancy under the ADB procurement guidelines.

Fashola said FEC also approved the resuscitation and completion of the 50-kilometre ‎Kaduna Eastern bypass highway, which was started in 2002 but has remained uncompleted 15 years after.

The project, which was originally designed to be completed ‎within three years, is a dual carriageway with nine bridges linking rivers and rail crossings.

Also briefing newsmen, outgoing Minister of Environment, Mrs. Amina Mohammed announced the council’s approval for a new policy framework on environment.

The minister said the new policy, which was first formulated in 1997 and was revised twice, would address concerns such as climate change, coastal erosion, desertification, pollution and insecurity among others, which has been exacerbated by the struggles for environment resources.

According to Mohammed, “What the policy does is to look at all the different inter-sectoral issues that we have whether it is with water, health, power agriculture and bring them in to have a multi-sectoral response.”

The council had earlier held a valedictory session where members eulogised Mohammed, who has been appointed Deputy Secretary General of the United Nations.

Moved by the encomium showered on her by colleagues, Mohammed fought hard to control her tears, as she expressed appreciation to the Federal Government for giving her the opportunity to serve the country in different capacities.
