Ecuador’s presidential election looked headed to a runoff as partial results showed leftist candidate Lenin Moreno fell short of the lead needed to win outright in Sunday’s first-round vote.

With 51.8 percent of the ballots counted, Moreno had 38.26 percent of the vote with 29.86 percent for his conservative rival Guillermo Lasso, the president of the National Electoral Council, Juan Pablo Pozo, said in a televised announcement.

Moreno needed more than 40 percent and a 10-point lead over his rival to win outright without facing a runoff.

If in the end Lasso wins the presidency, a pillar of the Latin American left will swing to the right.

Correa says Latin America needs a strong leftist movement to resist US President Donald Trump’s hard line on immigration and trade.

But Lasso has shown more willingness to work with Washington since Trump’s election victory in November.

Lasso has also said he will end WikiLeaks founder Julian Assange’s asylum in Ecuador’s London embassy.

Assange is taking refuge there from possible extradition to the United States for publishing leaked documents that embarrassed Washington.

Hundreds of migrants stormed into Spain’s North African territory of Ceuta from Morocco early Friday, the emergency services and police said, adding that some were injured in the process.

“The Civil Guard at Ceuta estimates that 500 people could have succeeded in entering the town,” the emergency services said on Twitter.

The Civil Guard, or paramilitary police, meanwhile told AFP that “several hundreds” crossed over and many of them were hurt, as were members of the security forces.

The last such attempt took place on New Year’s Day when more than 1,000 migrants tried to jump a high double fence between Morocco and Ceuta in a violent assault that saw one officer lose an eye.

The emergency services said on Twitter that the Spanish Red Cross extended assistance to some 400 people.

Ceuta and Melilla, another Spanish territory in North Africa, have the European Union’s only land borders with Africa.

They are entry points for African migrants seeking a better life in Europe, who get there by climbing the border fence, swimming along the coast or by hiding in vehicles.

The enclave has been ringed by a double wire fence that is eight kilometres (five miles) long. The six-metre (20-foot) high fence also has rolls of barbed wire.

Malaysia will return the body of the half-brother of North Korea’s leader, the country’s deputy prime minister said Thursday, as police probing the airport assassination arrested a second woman.

South Korea says female agents working for Pyongyang poisoned Kim Jong-Nam as he readied to board a flight on Monday.

North Korea has made no comment on the killing, but its diplomats objected to an autopsy Malaysian investigators carried out, a senior official said.

A woman with an Indonesian passport was taken into custody overnight, a police statement said, and was being quizzed along with a 28-year-old Vietnamese woman detained on Wednesday.

The two women were arrested separately by detectives trying to get to the bottom of the murder of Kim Jong-Nam, the estranged playboy brother of Kim Jong-Un.

The portly 45-year-old had some kind of liquid sprayed in his face after being set upon by two women, Malaysian police have said.

He was rushed to hospital suffering from a seizure, but was dead before he got there.

CCTV images that emerged in Malaysian media, purportedly of one of the suspects, showed an Asian woman wearing a white top with the letters “LOL” emblazoned on the front.

Several more arrests were expected throughout the day, Deputy Inspector-General of Police Tan Sri Noor Rashid Ibrahim told Malaysian news agency Bernama.

Officers had obtained a seven-day remand order for the first suspect, named as Doan Thi Huong, and for 25-year-old Indonesian passport holder Siti Aishah, Selangor state police chief Abdul Samah Mat told AFP.

Police also arrested a Malaysian man who led them to the second woman and was now helping with investigations, Abdul Samah added.

– Reports of defection –
Kim’s body was Thursday being held at Kuala Lumpur Hospital following an autopsy, the results of which have not yet been released.

Malaysia’s deputy prime minister told reporters he believed North Korea had put in a request to claim the body through the police and the hospital, and that Malaysia was ready to comply.

“We will facilitate the request by any foreign government although there are procedures to be followed. Our policy is that we have to honour our bilateral relations with any foreign country,” Ahmad Zahid Hamidi told reporters.

The killing would not affect ties between the two nations, he added.

But police chief Abdul Samah said no request had been received and an official at the morgue said they had no indication of who would claim the body.

When North Korea protested the post-mortem examination, “we told them to follow Malaysia’s laws”, a senior official involved with the case told AFP.

North Korean embassy officials were seen visiting the hospital’s forensics department in a diplomatic vehicle on Wednesday afternoon and again overnight.

If confirmed, the assassination, which analysts said could have been ordered over reports Kim was readying to defect, would be the highest-profile death under the watch of the North’s young leader Kim Jong-Un.

Jong-Nam was the eldest son of Kim Jong-Il, but on his father’s death in 2011 the succession went to Jong-Un, who was born to the former leader’s third wife.

The first-born had at one time been set to assume the leadership of his isolated country, but fell out of favour after an embarrassing attempt to get into Japan on a fake passport in 2001.

He has since lived in exile, with much of his time spent in the gambling enclave of Macau, where he was believed to have enjoyed some protection from Chinese security forces.

Known as an advocate of reform in the North and believed to have ties with Beijing’s elite, Jong-Nam once told Japanese reporters that he opposed his country’s dynastic system.

Reports of purges and executions have emerged from Jong-Un’s North Korea in recent years, as the young leader tries to strengthen his grip on power in the face of international pressure over his country’s nuclear and missile programmes.

Does being handed money every month — no strings attached — sound attractive? The residents of a small town in Brazil are finding out.

Governments and think-tanks around the world are increasingly fascinated by the idea of a universal basic income, where citizens are given cash to spend as they want.

In Marica, a seaside town of about 150,000 people near Rio de Janeiro, the left-wing municipal government has spent the last year finding out how it works.

“We are a laboratory for the Brazilian left,” says Washington Quaqua, who introduced the experiment as mayor in December 2015 before stepping down. He was replaced by another candidate from the leftist Workers’ Party, Francisco Horta.

The idea of a universal basic income isn’t new, but long-considered as a potential tool for social equality and redistribution of wealth.

The concept has gained traction more recently among high-powered business thinkers, especially in Silicon Valley, as they ponder how society will cope with the ever-expanding role of automation — a trend some futurists believe may create mass unemployment.

In Marica — a surviving Workers’ Party bastion in increasingly right-leaning Brazil — the basic income idea fits in well with the leadership’s socialist fervor.

Just about every public building is decorated in socialist red and Quaqua’s office sports portraits of communist revolutionary Che Guevara, whose name is also soon to be given to a new hospital.

“The world lacks creativity and Marica is giving the example of a town that knows how to redistribute its riches,” Quaqua says with pride about his pet project.

– Modest reality –
Despite his claims, Marica is only taking baby steps.

Inconclusively tried around the world for decades, the experiment is currently getting a high-profile rollout in Finland. The left-wing French presidential candidate Benoit Hamon, backed by the star economist Thomas Piketty, has also made the basic income part of his platform.

However, if Finland is handing out payments of about $590 a month — and only to a test group of unemployed people for now — the amount in Marica is a measly 10 reais, or about $3.20. The new mayor hopes to raise the amount to $32 in 2017.

Only the town’s 14,000 poorest families are currently being given the income, which is denominated in Mumbucas, a virtual currency created to pay welfare under Quaqua three years ago.

The 10 reais is added to the 85 reais ($27) monthly welfare check for families whose income doesn’t top three times the minimum wage. The extra money is also given to poorer people aged between 14 and 29 and pregnant women already receiving other benefits.

There’s another limitation: only 131 local businesses — less than 10 percent of the total — accept payment in Mumbucas, the mayor’s office says.

The currency, which physically exists only on specially issued red magnetic cards, is unpopular with business owners because they must wait more than a month after purchases are completed for the government to convert payments into reals.

– Feasible or fantasy? –
Opposition politician Filippe Poubel denounces what he calls an attempt to addict the people of Marica to welfare. Handing out an income, he says, will backfire.

“People want to work, they want to earn their income with dignity. They would be a lot happier if the mayor would create jobs and offer them decent hospital care.”

Horta dismisses such criticism saying a basic income will in fact create jobs, “stimulating the local economy.”

And he says that the town, which draws revenues from offshore oil exploitation, can afford to boost the program “in an exponential way over the next 10 years.”

“The rich love it when they get millions in tax breaks,” Quaqua says of his project’s opponents. “But they are furious when we give a few hundred reais to the poor.”

A Kenyan court on Monday jailed seven union officials for a month over a doctors strike that has crippled public hospitals for 10 weeks.

Judge Hellen Wasilwa at Kenya’s labour court had handed down suspended sentences to the officials a month ago after they ignored an earlier court order to end the strike.

Jailing them for contempt of court, the judge said they had provided no reason for the punishment to be deferred.

“The applicants have not demonstrated to court any new and compelling issue, or pointed out any mistake or error apparent on the record, or any sufficient cause that would warrant review of the court’s order,” Wasilwa said.

The seven officials were handcuffed and driven to jail past placard-waving supporters gathered outside the court.

The nationwide strike involving thousands of doctors and nurses began on December 5 and has left public hospitals closed and patients unable to get basic medical care.

Doctors have rejected a government offer of a 40 percent rise saying it falls short of promises made in a 2013 agreement. Staff shortages and a lack of equipment have also failed to be tackled.

Kenyan university lecturers have also been on strike since last month over pay.

The widespread, disruptive industrial action comes months before an August general election in which President Uhuru Kenyatta hopes to win a second term.

PDP not broke, says party’s media chief

The Sen. Ahmed Makarfi-led Peoples Democratic Party (PDP) under has denied an allegation that the party was financially broke and could not meet up with it financial obligations.

The National Publicity of the party, Mr Dayo Adeyeye made the denial in a statement issued on Friday in Abuja.

Adeyeye said that the attention of PDP leadership was drawn to a publication alleging that the party was broke .

He said that it was also alleged the the party could not pay rents and meet other financial obligations of its research and training institute, the Peoples Democratic Institute (PDI).

He said that the entire allegation in the publication was an outright falsehood and only existed in the imagination of the writers and their collaborators.

“The PDP is not broke and does not owe rent on the property being used by the PDI located in Wuse II, Abuja.

“Let us place on record that the PDI’s financial responsibilities are being met accordingly.

“Just last week, the Caretaker Committee approved monthly imprest for the Institute, and its staff salaries are paid at the same time with that of the PDP staffers.

“For emphasis, all members of staff of the Party and that of the Institute received their January 2017 Salary last week which the Secretary of the Staff Welfare Committee confirmed in that Publication.”

He alleged that the report was part of distraction from Sen. Ali Modu Sheriff, the factional chairman, and his co-travellers.

Adeyeye disclosed that Sen. Ali Modu Sheriff had sometime in 2016 proposed a visit to the Institute, but was promptly turned down by the Director-General of the Institute, Dr. Lanre Adebayo.

He added that Sheriff also in December 2016 proposed a meeting with members of the establishment staff of PDP but was turned down by the staff.

Adeyeye described as shameful and unnecessary show of desperation by Sheriff in his resort to blackmail and outright falsehood to tarnish PDP reputation and the National Caretaker Committee.

“The National Caretaker Committee of the Party, though with limited time in office, has been working tirelessly to meet all the monetary obligations of the Party since its inauguration.

The Philippine education ministry has rejected a plan to distribute condoms in schools, authorities said Friday, blocking a move meant to stop one of Asia’s fastest growing HIV epidemics.

The health department said in December it would give out contraceptives in schools as part of a strategy to prevent HIV infections, prompting criticism from some lawmakers and bishops in the mainly Catholic nation.

The Philippines has a rapidly growing HIV epidemic, with rights groups saying the government has failed to promote contraceptives and give sex education to gay or bisexual men.

However the education department said this week it would not allow condom distribution in primary and high schools because laws only mandated the agency to provide “sexuality education”.

“We want to be sensitive to what the parents feel and we got the feedback that they don’t agree with the idea,” education assistant secretary Tonisito Umali told AFP.

“Parents think this will send a wrong signal to our students that it’s OK to have premarital sex, to have sex while you’re a minor so long as you are protected.”

Access to contraceptives is a contentious issue in the Philippines, with the influential Catholic Church opposing laws and programmes seeking to distribute condoms to the poor.

President Rodrigo Duterte has challenged the Church, ordering government agencies last month to deliver free contraceptives to six million women to boost a family planning programme.

His health department has also launched a plan to curb the spread of HIV especially among Filipinos aged 15 to 24, which it said was the most vulnerable to infection.

Health department spokesman Eric Tayag said his agency would continue distributing condoms in clinics and outreach missions despite the decision of the education ministry.

“We’re not disappointed because one big thing that happened was we mainstreamed the conversation about condom access, which was taboo before,” Tayag told AFP.

Tayag added critics had confused HIV prevention with family planning.

“HIV in the Philippines mostly happens when you have unsafe sex: males having sex with males. Nobody gets pregnant among that vulnerable group,” he said.

“For those who have already experienced sex, we are aiming for risk reduction and one (way) is condom access.”

The Catholic Bishops’ Conference of the Philippines said giving students condoms was “a waste of public funds”.
